Summary See QUALIFICATIONS for important information about this position. Performs a wide range of duties related to insider threat and resiliency. Provides authoritative advice and guidance to senior management, leads complex projects and initiatives and independently resolves highly complex and sensitive security issues. See DUTIES for additional responsibilities of this position. Responsibilities Serves as a technical lead on projects and contributes to the development and implementation of agency-wide security programs and policies. Serves as a senior participant in the agency’s insider threat and resiliency program by monitoring, analyzing and reporting on potential insider threats; collaborates with multidisciplinary teams to assess risk and recommend mitigation strategies. Leads research and analysis of security incidents, threats and trends; prepares high-level reports, briefings and recommendations for senior management and agency leadership. Leads or participates in agency-wide workgroups, special projects and initiatives to improve security and resiliency programs. Develops and delivers advanced security awareness and training programs for employees and contractors, including topics such as physical security, personnel security and insider threat awareness. Requirements Conditions of Employment Qualifications To meet Minimum Qualifications for this GS-14 Security Specialist position you must demonstrate at least 52 weeks of Specialized Experience. SPECIALIZED EXPERIENCE must have been gained in a federal position at or above GS-13 OR (if your position is on another federal pay scale OR outside of federal service) by performing duties at a level of responsibility and difficulty equivalent to GS-13 or above. SPECIALIZED EXPERIENCE is work that primarily consists of developing, implementing or managing an organization/agency-wide insider threat program, plans and policies. If you have this experience, your resume must describe, in your own words, the duties you perform that demonstrate it. Reviewers cannot assume you perform duties you don't describe. Since Specialized Experience also has a time component, it must be evident that the duties you describe are at the required level for at least 52 weeks. MINIMUM QUALIFICATIONS (Specialized Experience) must be met by the closing date of this announcement. Applicants for promotion must have 52 weeks at GS-13 (or other federal equivalent). Time in grade requirement applies to all applicants with federal status must be met by the closing date of this announcement. CONDITIONS APPLICABLE TO THIS POSITION Must have (or be able to obtain) and maintain a Top Secret Security Clearance (TS)* Will be required to travel to agency delegated and non-delegated buildings. Will be on call 24 hours a day, 7 days a week and/or according to rotational schedules. May be required to report to work or remain at workstation to perform critical services when building occupants are generally excused for all or part of a workday because of hazardous weather and other emergency situations. May be required to report during irregular hours and travel in hazardous weather conditions. You must have and maintain (or be able to obtain and maintain) one of the following certified counter insider threat professional certifications: CCITP-Fundamentals (CCITP-F) or CCITP-Analysis (CCITP-A). Certification is not mandatory at the time of your application; however, you must be certified within 1 year of assignment to retain this position. Education This position does not have an educational requirement. Education cannot be used in lieu of (or in addition to) Specialized Experience. Additional selections may be made within 6 months of the date the best qualified list is issued. Relocation expenses will not be paid; salary will be set in accordance with locality pay provisions. Successful performance of work in this position and adherence to conditions of this position will be assessed during the 1-year probationary period served that may be served by new appointees (e.g., new to SSA and/or new to this series). This is a critical sensitive position. You may be required to complete Standard Form 86, Questionnaire for Sensitive Positions, to have the appropriate investigation conducted.
