Duties
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Monitors work in progress in order to detect unusual production delays, problems caused by unforeseen contentions, needs to adjust priorities in order to move small jobs past large jobs that are awaiting completion of other processing, and work with operations personnel to detect and resolve common or unusual operating problems or failures. Attends meetings and conferences on system integration and problem solving and maintains liaison with functional and technical personnel using existing system. Receives and responds to requests for assistance from ISRP, RPS, SCRIPS, or ELF users concerning problems with the terminals and/or system. Provides input or modifies procedures, operating instructions, and working guides for assigned activities. Provides assistance as needed to lower graded personnel concerning problem resolution. Closely monitors fall-out rates, and/or error trends. Develops and recommends resolutions and initiates actions to correction problems/errors. Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement. SPECIALIZED EXPERIENCE:GS-7 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-6 grade level in the Federal service. Specialized experience for this position includes: Experience using computer systems, applications, and software to perform routine work assignments Experience identifying basic computer or system issues and assisting with troubleshooting or resolving problems. Experience reviewing or entering data and maintaining information in automated systems or spreadsheets. Experience assisting with administrative or system support activities, cush as security requests, invoice processing, or customer/vendor contacts. Experience assisting with the development of user guides or training materials and providing basic assistance to system users. SPECIALIZED EXPERIENCE: GS-8 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes: Experience using computer systems, applications, and software programs to perform work assignments Experience assisting with identifying and resolving routine computer system or application issues. Experience reviewing or entering data and identifying discrepancies or problems. Experience using spreadsheets or other software applications to maintain, reconcile, or analyze information. Experience assisting customer or system users and providing guidance on established procedures. Experience preparing or updating user guides, instructions, or training materials. SPECIALIZED EXPERIENCE:GS-9 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-8 grade level in the Federal service. Specialized experience for this position includes: Experience applying knowledge of the features, characteristics and interrelationships of computer equipment, applications and utility programs Experience applying analytical and diagnostic methods and procedures to identify and resolve computer issues. Experience analyzing data to identify and troubleshoot problems encountered on computer systems. Experience using IRS applications such as ISRP, RPS, and SCRIPS. Experience in using Commercial off-the-shelf (COTS) software applicants to perform administrative or technical work. Experience performing security review processes security administration functions. Experience performing data entry, invoice reconciliation, spreadsheet analysis and customer/vendor coordination. Experience developing user guides or training material and providing training or technical assistance to system users. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens" TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions. Education
A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. How You Will Be Evaluated
Your qualifications will be evaluated based on your application materials (e.g., resume, supporting documents), your responses on the application questionnaire, and your responses to all assessments required for this position. A quality group rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three quality level groups, Superior/Best Qualified, Highly Qualified and Qualified. Referral: Eligible applicants rated in the highest quality group, may be referred to a selecting official for consideration. Candidates, if required to participate in a selection interview (telephonic and/or in person at the discretion of the Selecting Official in accordance with hiring practices), will be interviewed in quality group order.
