Supervisory IT Program Manager

Summary

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Information Technology (OIT), Infrastructure and User Services Group (IUSG). As a Supervisory IT Program Manager, GS-2210-15, you will manage operations of multiple datacenters and local area networks and security of the CMS information technology (IT) infrastructure.

Duties

• Serve as Deputy Director, fully sharing executive direction over all phases of the Group's programs, workforce, and organizational priorities, including assuming full authority in the Director's absence.
• Plan and manage multiple concurrent IT programs, including budget formulation and execution, contract oversight, and workforce planning for a diverse team of technical and administrative staff.
• Review and analyze classified and sensitive information related to IT and disaster recovery operations up to the Top Secret/SCI level, applying expert knowledge of federal cybersecurity frameworks and mandates.
• Communicate complex technical issues and program recommendations to CMS senior leadership, oversight bodies, and cross-functional partners to drive solutions and support executive-level decision-making.

AND In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: 1. Lead enterprise-wide IT programs of multidisciplinary technical teams to modernize technology, improve operations, or align IT services with organizational mission and strategic priorities; 2. Develop and implement enterprise IT strategies, governance frameworks, or modernization initiatives involving cloud services, emerging technologies, application portfolios, and digital workplace solutions; AND 3. Manage IT resources, budgets, contracts, vendors, and cross-functional stakeholders while improving service delivery, operational efficiency, risk management, license management, and organizational performance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.
