The Idaho Department of Health and Welfare is seeking a Division Administrator for the Division of Management Services to provide operational, strategic, and compliance leadership for one of the Department’s core administrative and oversight divisions. This position directs a wide portfolio of statewide functions including internal audit and compliance activities, procurement and contract strategy, space and facilities management, motor pool governance, civil rights and privacy oversight, and Department wide operations support.

The Administrator provides executive level guidance to DHW leadership on operational risk, statutory and rule alignment, infrastructure and facility issues, and policy development. The role requires extensive collaboration with senior leaders, division partners, and external state agencies to ensure coordinated operations, stable service delivery, and compliance with federal and state requirements.

Strong candidates will demonstrate experience leading complex operational systems, managing high impact statewide initiatives, overseeing multidisciplinary professional staff, and developing policies, procedures, and governance structures that support effective, transparent, and compliant administration. This position will be located in our Boise office.

This position is a non-classified position and exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission.

This position is not eligible for telework.

The successful applicant will be required to complete a criminal history background investigation. Employment is dependent upon satisfactory results of the investigation.

EXAMPLE OF DUTIES:

  • Provide strategic leadership, planning, and operational oversight for the Division of Management Services, ensuring alignment with DHW’s mission, goals, and regulatory requirements.

  • Direct audits, and compliance activities, including special projects, audit work, fraud investigations, and rule/statutory alignment.

  • Lead enterprise space, facilities, and infrastructure strategy, managing statewide space transitions, addressing facility issues, and coordination with partner agencies.

  • Oversee motor pool governance and policy modernization, including statewide driver compliance, fleet systems, policy refinement, and vehicle lifecycle management.

  • Provide strategic direction for procurement and contract management, ensuring readiness, compliance, and coordinated execution of major procurement initiatives.

  • Strengthen and manage cross division partnerships with other state agencies such as Division of Public Works (DPW), Division of Purchasing (DOP), and Department of Administration (DOA) to support stable operations and effective service delivery.

  • Provide executive level decision making and consultative support to DHW leadership, analyzing operational risks, resource needs, and strategic priorities.

  • Oversee division communications strategy, ensuring clear, timely, and transparent messaging on facilities issues, compliance initiatives, operational changes, and cross agency work.

  • Manage division personnel, organizational structure, and performance standards, ensuring professional staffing, development, accountability, and effective Department wide operations.

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position. Please make sure your resume or work history supports your meeting the minimum qualifications for this position. Failure to do this may disqualify you from being considered for this position.

  • Bachelor’s or higher degree in public administration, business administration, human services, or a related field; OR least five years of documented executive or senior leadership experience overseeing complex operational, administrative, or compliance‑driven programs.

The below qualifications are typically gained by at least 5 years of experience in each area; be sure to address in the cover letter your response to each:

  • Demonstrated experience supervising professional staff and managing division‑level organizational structures.

  • Strong background in operational decision‑making, business process analysis, and governance in highly regulated environments.

  • Experience managing compliance with federal and state laws, rules, and policies.

  • Demonstrated ability to lead cross‑division or cross‑agency initiatives, building and maintaining relationships with internal and external partners.

  • Excellent strategic planning, communication, and analytical skills required to guide executive‑level decision‑making.

  • Experience directing large‑scale operational domains such as facilities, procurement, audits, investigations, or other enterprise‑level service functions.

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

  • Certified Internal Auditors ( CIA), Certified Fraud Examiner ( CFE) certificates.

  • Certified Public Accountant ( CPA) license.

  • Building Operator certification.
