Full job description

The Director of Facilities Management is responsible for directing, coordinating, and administering Macon-Bibb County's Facilities Management Department.

  • Manages the overall coordination of maintenance schedules for all Macon-Bibb County-owned or rented facilities and equipment.
  • Oversees all maintenance and repair of facilities.
  • Develops and maintains a functional computerized work order control system.
  • Serves as contract coordinator for maintenance, repair, and inspection of elevators, fire alarms, fire sprinkler systems, boilers, and chemicals for cooling towers, solar power installations, streetlighting infrastructure both LED and conventional.
  • Evaluates and prioritizes all incoming service calls and work orders.
  • Prepares the general maintenance operating budget and administers expenditures from the budget; provides cost estimates to other county departments. Reviews all purchase orders.
  • Works with functional division managers and supervisors throughout the department in preparing strategic plans and work schedules for departmental personnel.
  • Trains, supervises, evaluates, and disciplines all personnel.
  • Develops and implements a preventive maintenance plan for facilities and equipment.
  • Reviews and approves department reports, purchasing card bank statements, purchases and timesheets.
  • Serves as board member on various community boards to decide important local matters such as the MATS Bd. (Macon Area Transportation Study), the Pedestrian Safety Review Bd., participates in local Road Safety Audits, etc.
  • Evaluates and oversees programs that include large contracted projects such as a county wide vigorous solar energy program and ESCO energy saving capital improvement program.
  • Works with SPLOST coordinator on design and planning SPLOST building projects.
  • Coordinates and oversees all large and small contract building and repair jobs.
  • Serves on bid assessment and scoring committees for maintenance related projects.
  • Establishes and maintains service level agreements (SLAs) and key performance indicators (KPIs) for HVAC, plumbing, and electrical vendors, including response time, first-time fix rate, preventive maintenance completion, safety incident rate, code compliance, and customer satisfaction.
  • Publishes quarterly vendor scorecards and conducts monthly operations reviews and annual performance evaluations tied to contract renewal decisions.
  • Requires specialty vendors to use the County’s computerized maintenance management system (CMMS) to receive work orders, record labor and parts, document permits, upload pre- and post-work photographs, and close out tasks.
  • Ensures CMMS data quality through routine audits and tracks warranties, serial numbers, and equipment lifecycle metrics.
  • Implements pre-work permit checks, including hot work, lockout/tagout, and confined space requirements, and post-work inspections for code compliance and workmanship.
  • Conducts random field audits each quarter, documents deficiencies, and requires written corrective action plans with target dates.
  • Verifies and maintains records of current Georgia licenses and required certifications for vendor personnel, including EPA Section 608, OSHA 10/30 training, and manufacturer authorizations, as applicable to the work.
  • Restricts site access for vendor personnel who lack appropriate credentials and requires ongoing training aligned with the scope of services.
  • Ensures vendor adherence to applicable standards and codes, including NFPA 70/70E, International Mechanical and Plumbing Codes, ASHRAE 55/62.1/90.1, and Georgia State amendments.
  • Coordinates with the Fire Department, Building Official, and Risk Management on inspections, permitting, and hazard mitigation.
  • Enforces lockout/tagout (LOTO), arc-flash labeling, personal protective equipment (PPE), job-safety analyses (JSAs), and incident reporting requirements.
  • Leads root-cause analyses for safety events and documents lessons learned and preventive actions.
  • Prequalifies vendors and integrates performance-based incentives and remedies, including withholds, cure notices, and nonperformance penalties, into contracts in coordination with Procurement and in accordance with County policy.
  • Coordinates with Procurement on competitive thresholds, bid specifications, sole-source justifications, emergency purchases, and change orders; maintains documentation in accordance with County policy.
  • Reviews vendor invoices for accuracy, conformance to contract rates, and proof of deliverables, and reconciles invoices against CMMS records.
  • Monitors budget impacts and implements cost-saving measures, including energy-efficiency retrofits and preventive maintenance optimization.
  • Tracks refrigerant usage and recovery logs in compliance with applicable EPA requirements, minimizes leaks, and ensures proper disposal.
  • Advances energy and water conservation measures and partners with energy service companies (ESCOs), where appropriate, to verify savings through measurement and verification (M&V).
  • Centralizes vendor communications through the CMMS and provides routine status updates to departments and building occupants.
  • Collects stakeholder feedback after major service calls and incorporates results into vendor scorecards and continuous improvement plans.

The Director of Facilities Management should possess, at a minimum, a Bachelor’s Degree in Construction Science, Engineering, Public Administration, or a related field; five (5) years of experience in a diversity of functions including electric, plumbing, HVAC, general maintenance, and construction, having three (3) years progressive experience in a supervisory capacity; or any equivalent combination of education and experiences which provides the required knowledge, skills, and abilities to successfully perform the duties and responsibilities of the position. NECESSARY SPECIAL REQUIREMENTS:• Possession of a valid Georgia Motor Vehicle Operator’s License.

  • Possession of State of Georgia Unregulated Electrical License.

The following credentials are preferred, not required:

  • Certified Facility Manager (CFM) or Facility Management Professional (FMP).

  • Project Management Professional (PMP).

  • OSHA 30-Hour for General Industry or Construction.

  • EPA Section 608 Universal Certification (awareness level).

  • Knowledge of the principles and practices of building maintenance and repair.

  • Knowledge of the methods and practices involved in installing, maintaining, and operating a wide variety of electrical, electronic, building maintenance equipment, plumbing, heating, ventilation, and air conditioning equipment and of standard testing devices.

  • Knowledge of national, State, and local building codes.

  • Knowledge of general building maintenance.

  • Knowledge of Macon-Bibb County and department policies and procedures, including personnel practices.

  • Ability to establish, prepare, and monitor departmental operating and capital budgets.

  • Ability to plan, delegate, and review the work of several operational units.

  • Ability to prepare and present highly technical and complex electrical, building, HVAC, plumbing reports, and estimates.

  • Ability to maintain effective working relationships with fellow employees, officials, other technical and professional business representatives, and with members of the general public.

  • Skill in the use of a personal computer.

  • Skill in various software programs including word processing and maintenance programs.

  • Skill in oral and written communication.

  • Knowledge of vendor management best practices, including SLA/KPI design, vendor scorecards, and corrective action plans.

  • Knowledge of CMMS administration, data governance, and maintenance analytics, including failure modes and lifecycle costing.

  • Knowledge of Georgia public procurement thresholds and documentation requirements, and alignment of technical scopes with bid and contract terms.

  • Knowledge of applicable codes and standards governing HVAC, plumbing, and electrical systems and safety programs, including lockout/tagout, arc-flash, and hot work.

  • Skill in developing technical specifications, scopes of work, and acceptance criteria for specialty services.

  • Skill in conducting quality assurance and quality control (QA/QC) inspections, root-cause analysis, and continuous improvement initiatives.
