Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This Program Manager (Assistant Program Manager Acquisition) position is assigned to the Capability Program Executive Command and Control Information Network (CPE C2IN), located in FORT BELVOIR, VA.
Duties
- Plans, designs, develops, acquires, and implements major complex, critical IT and cyber security systems in support of the Army Security Assistance Enterprise (ASAE) mission.
- Demonstrates a thorough understanding of all phases of the FMS process under the ASAE construct.
- Coordinates and develops procedures relating to financial management, acquisition, implementation, distribution, product support management and logistical support for the hardware, software, supplies, and services required by the project.
- Serves as a Contracting Officer Technical Representative (COTR) for assigned contracts and resolves contractual issues with Contracting Officer Representatives (CORs) and Contracting Officers (KOs) as required.
- Makes extensive use of technical resources external to the immediate project office, initiates, plans, and directs a variety of activities critical to mission accomplishment.
- Responsible for the efficient and economical use of available resources, establishing policies and priorities, and conducting short and long range planning milestones and events for development and fielding of system(s).
Qualifications
Term Appointment NTE - Position will be filled as a Term Appointment NTE 5 years. Term appointments may be extended up to a maximum of six years. Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. NH-03-Specialized Experience: One year of specialized experience is defined as: 1) Performing acquisition life-cycle support and project analysis in accordance with Defense Acquisition System policies and procedures; 2) Formulating and/or presenting cost, schedule, and performance requirements to meet milestones across engineering, development, testing, integration, production, fielding, and/or sustainment; 3) Coordinating with and/or advising project officials on project management and acquisition issues to support effective program execution AND 4) Planning and/or executing pre and post award contracting actions for complex and/or specialized procurements for assigned projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 (GS-11).

Direct deposit of pay is required. Relocation Incentive will not be authorized. Recruitment Incentive will not be authorized. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a Career Program (CP) 51 - General Administration and Management position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Permanent Change of Station (PCS) allowances will not be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is not in the Government Interest. This is not a remote position. Applicants will be expected to report to the identified worksite a minimum of one day a week or more depending on work requirements and supervisory approval. This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities. All selections under an announcement must be made within 3 months from the issuance date of the certificate referral list.
