Summary
THIS IS A NATIONAL GUARD TITLE 32 DUAL STATUS TECHNICIAN EXCEPTED SERVICE POSITION. The National Guard is the oldest component of the Armed Forces of the United States. Duties
Position Description # D1787P02 POSITION DUTIES: This position is located at the Joint Force Headquarters-State. The purpose of this position, Chief of Staff, Joint Staff, is to serve as the full deputy to the Director, Joint Staff. Shares in and assists the chief with respect to all phases of the work of the Joint Staff in managing of National Guard military functions of the Joint Staff and joint military program operations throughout the State. The incumbent serves as an advisor to the Director and the Adjutant General or designated representative. The incumbent oversees and manages a variety of joint staff programs that include the development, execution and evaluation of programs and policies pertaining to the command, control, operation and management of the Joint functions at State Headquarters level. Program responsibility assigned to this position is managerial and is executive in nature. MAJOR DUTIES: 1. Serves as a full deputy and fully shares in the management and direction of the administration, coordination, planning, development, execution and supervision of all Joint Staff programs that prepare the state for contingency operations in either a federal or state emergency, to include man-made or natural disasters, and federal military mobilizations. 2. Incumbent serves as the principal full-time deputy and spokesman of the Joint Staff and acts in the absence of the Director in all Joint Staff matters. Oversees the operations and activities of the Joint Force Headquarters-State functions which include: Manpower and Personnel Directorate (J-1): Responsible for the administration and management of the personnel systems of the National Guard. This directorate provides guidance and counsel to staff elements and subordinate units regarding all personnel matters. Intelligence Directorate (J-2): Responsible for all intelligence related matters to include, but not limited to, current intelligence, foreign/domestic threat information, situational awareness and Common Operating Picture (COP), intelligence plans, policy and programs, and Security Office operations. Operations Directorate (J-3): Responsible for providing oversight of military support programs relating to situational awareness, direction, and integration of planning, and joint military/civil support operations for National Guard personnel, the counter drug program, mobilization readiness, and state aviation operations. Logistics Directorate (J-4): This directorate provides oversight of logistics planning division, maintenance division and the installation management division. Responsible for sustainment of equipment used by National Guard units. Strategic Plans, Policy, and Interagency Interoperability Directorate (J-5): Responsible for joint future strategic plans, documents and studies on current and future military strategy, execution of National Guard positions regarding international affairs issues, oversight of mobilization planning, and enhancement of National Guard joint force development through war plans. Command, Control, Communications (J-6), and Computers (C4) Directorate: Responsible for all matters pertaining to C4 systems which support the primary functions involving the collection, transportation, processing, dissemination and protection of information. Doctrine, Training and Force Development Directorate (J-7): Responsible for joint force development; supporting operational planning; joint doctrine; education and professional development; staff training; exercises; and assessment. Force Structure, Resources, and Assessment Directorate (J-8): The J-8 is responsible for resource management oversight, guidance, policy, procedures, performance metrics and operational contracting. 3. Reviews and evaluates proposed program and mission changes and impact data prepared by various staff agencies. Prepares and develops policies and directives for joint force mission accomplishment and organizations managed. Analyzes and reviews reports, regulations, directives and correspondence and directs appropriate State headquarters action. 4. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through Joint Staff directors. Incumbent advises staff regarding policies, procedures, and directives of higher-level management or headquarters. 5. Reviews and analyzes the State joint force human resources and military programs for recruitment, appointment, assignment and career development of officer, enlisted, technician and civilian personnel to ensure optimum utilization in meeting current service requirements and mobilization capabilities. 6. Reviews processes and procedures to determine overall effectiveness, efficiency and productivity of activities and programs managed and directs actions to achieve cost savings for administration, operations, and maintenance without compromising required standards of readiness, accuracy and/or safety. 7. Performs other duties as assigned. Qualifications
MINIMUM MILITARY GRADE: O6 MAXIMUM MILITARY GRADE: O6 Your rank MUST be included somewhere within your resume. GENERAL EXPERIENCE: Experience, education, or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional, or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 1 year of specialized experience equivalent to at least the next lower grade level. Specialized experience includes analyzing problems, identifying significant factors, gathering pertinent data, and recognizing solutions; preparing reports, plans, policies, and correspondence; evaluating objectives and developing plans to facilitate the availability and effective utilization of resources; applying knowledge of the organization, its mission, and organizational staff procedures; and applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Area 2: Current On-board Title 32 Technicians (Tenure: 1-Permanent, 2-Conditional, 3-Indefinite) and Permanent AGRs in the West Virginia National Guard. Area 3: WVNG Army M-Day and Air Force DSG (Drill-Status Guardsmen,) Temporary Title 32 Technicians, Temporary AGR (OTOT), and national guardsmen serving on Full-time National Guard Duty - Operational Support Orders (ADOS). Area 4: Federal re-employable eligible employees, National Guardsmen outside of the WVNG, and U.S Citizens willing to join the West Virginia National Guard as a condition of employment. Permanent Change of Station: PCS funds are not available for this position. Incentives: Relocation and Recruitment Incentives may be authorized for this position. All WVNG positions are pending availability of resources and funds.
