Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a LOGISTICS MANAGEMENT OFFICER (TITLE 32), Position Description Number D0070000 and is part of the IL 183 WG, National Guard.

Duties

As a LOGISTICS MANAGEMENT OFFICER (TITLE 32), GS-0346-12, you will direct and manage assigned functional areas. Major Duties - This is NOT an all-inclusive list: Plan and develop property and fiscal programs and procedures consistent with established policies and directive. Evaluate trends in customer requirements and resource capabilities to ensure resources are used effectively. Coordinate with higher headquarters, staff agencies, unit, and tenant activities to formulate, initiate, and assess courses of action relating to logistics management. Evaluate proposals for the application of resources to ensure such proposals are sound in concept, fully and accurately priced, and contribute measurably to mission effectiveness. Identify specific activities to be reduced to provide the assets required and show a measurable net benefit. Exercise direct supervision over assigned personnel. Use independent judgment in directing subordinates to include assigning responsibilities, providing guidance, and establishing logistics standards of performance. Establish and explain expected goals and assess overall division performance in reaching objectives. Recommend and participate in the selection of branch supervisors. Approve leave and work schedules for assigned personnel. Set performance standards and conduct formal and informal appraisals of individual and branch performance. Review division training requirements, direct accomplishment, and evaluate results. Counsel employees regarding problems and complaints. Resolve informal complaints through discussion and negotiation with employees, supervisors, and union representatives, and mediate problems between division branches. Initiate and review proposals for disciplinary action, when necessary. Work to achieve the objectives of government-wide policies and programs within a division. Ensure division compliance with safety, housekeeping, and environmental policies and directives. Review and approve reports and records. Ensure periodic review of division position descriptions for currency and accuracy. Organize and manage all positions within the division. Oversee and participate in division assessments, inspections, deployments, disaster preparedness exercises and operations. Ensure compliance with established policies, directives, and regulatory agencies. Requirements

This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. May be required to successfully complete a trial period. May be required to successfully complete a supervisor probationary period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Position requires Top Secret Clearance. Participation in direct deposit is mandatory. Qualifications

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will be U.S. Citizens Military Grades: Rank Requirement of Lt Col Only. SPECIALIZED EXPERIENCE: GS-12 Level - MUST possess specialized experience, which includes at least at least 12 months at the lower-level GS-11, experience, education, or training which includes identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. SPECIALIZED SUPERVISORY EXPERIENCE: MUST - possess experience in managing the function of the work to be performed; and experience which includes leading, directing and assigning work of personnel. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Verbiage displayed on your resume or application must contain your own words.
