Full job description

The Short Term Rental Inspector 1 performs inspections to ensure compliance with and enforcement of the Metropolitan Short Term Rental Code in response to requests for service and other reports of violations. Assists the public with obtaining information pertaining to the short term rental ordinance. Performs related duties as required.

The Metro Department of Codes and Building Safety, During the 2025 fiscal year, Codes issued and tracked $3.8 billion in building permits. The department concerns itself with the safety of the public as occupants in homes and buildings throughout the county and promotes beautiful neighborhoods through the enforcement of local codes and zoning regulations. Codes is an exciting and fast paced environment for those passionate about public safety in the construction and planning sectors.Enforces and ensures compliance with Metropolitan short-term rental regulations. Associated Tasks:

  • Reviews short-term rental applications and property locations to determine compliance with applicable regulations.
  • Inspects dwellings and surrounding premises for short-term rental activity and compliance with permit requirements.
  • Inspects properties operating as short-term rentals without the required permit.
  • Determines corrective measures necessary to achieve compliance with applicable ordinances.
  • Takes appropriate enforcement action against code violators.
  • Issues citations, stop work orders, abatement notices, and environmental court warrants for violations of short-term rental regulations.
  • Conducts follow-up and re-inspections to verify that violations have been corrected.
  • Makes court appearances and presents evidence to prosecute short-term rental code violations.

Reviews and processes short-term rental permits and appeals. Associated Tasks:

  • Participates in the short-term rental permit issuance process and appeal application process.
  • Reviews applications and supporting documentation for compliance with permit requirements.
  • Certifies that applicable permit requirements have been met and approves applications for permit issuance.
  • Assists with the Short-Term Rental Appeals Board.
  • Communicates with applicants, property owners, and the public regarding permit requirements and appeal-related matters.

Investigates complaints and alleged violations of short-term rental regulations. Associated Tasks:

  • Receives, evaluates, and follows up on complaints and inquiries regarding short-term rental activity.
  • Conducts internet and other research to substantiate complaints and identify potential violations.
  • Performs analysis of online short-term rental activity to identify unpermitted or noncompliant properties.
  • Conducts research to determine property ownership and other information necessary to investigate alleged violations.
  • Collects photographic and other documentary evidence and prepares detailed documentation of violations.
  • Communicates with property owners, operators, complainants, and members of the public regarding investigations and compliance issues.

Conducts and documents field inspections. Associated Tasks:

  • Prepares for, conducts, and follows up on inspections related to the short-term rental ordinance.
  • Conducts on-site inspections of dwellings and surrounding premises.
  • Documents inspection findings, violations, and corrective actions required for compliance.
  • Prepares daily field inspection reports and maintains complete and accurate inspection records.
  • Conducts re-inspections to verify compliance and resolution of identified violations.

Interprets and applies short-term rental regulations and ordinance requirements. Associated Tasks:

  • Analyzes and interprets changes to the short-term rental ordinance and related regulations.
  • Stays current on applicable short-term rental laws, regulations, policies, and procedures.
  • Applies regulatory requirements consistently when reviewing applications, conducting inspections, investigating complaints, and taking enforcement action.
  • Determines appropriate measures necessary to obtain compliance with applicable ordinances.

Maintains accurate records and performs administrative functions. Associated Tasks:

  • Maintains accurate and complete records, files, inspection documentation, and enforcement information.
  • Uses computer systems to input, retrieve, research, and maintain information related to short-term rental properties and activities.
  • Performs administrative duties associated with permit review, inspections, complaints, investigations, and enforcement activities.
  • Follows up on emails, telephone calls, and other correspondence related to short-term rental inquiries and complaints.
  • Prepares reports and other documentation as required.

Provides public information and participates in community outreach. Associated Tasks:

  • Responds to inquiries and resolves complaints and problems related to short-term rental regulations.
  • Communicates with the public regarding short-term rental codes, permit requirements, compliance issues, and enforcement procedures.
  • Attends community, neighborhood, and other meetings to provide information and address short-term rental-related concerns.
  • Assists with communicating regulatory requirements and compliance expectations to property owners, operators, applicants, and community members.

High School Diploma and five (5) years of responsible inspection, code enforcement, development services, city planning, engineering, and/or other related experience.

OR

Associate’s degree from an accredited college or university and three (3) years of responsible inspection, code enforcement, development services, city planning, engineering, and/or other related experience.

No Substitution

Candidates with accreditations earned in a foreign institute are encouraged to apply.

LICENSES REQUIRED Valid Driver License

Certified by the International Code Council (ICC), as follows: Certified Zoning Inspector (ICC) Permit Technician (ICC)

Any employee appointed to this classification shall obtain such certification within two (2) years from the effective date of his/her appointment to said classification.

Failure to meet the certification requirements within the two (2) year period shall result in disciplinary action.

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.
