Summary
The Program Analyst for the Business Office with direct accountability to the Mobility Manager, Veterans Transportation Services (VTS) and Beneficiary Travel sections located at the Sheridan VA Health Care System in Sheridan, Wy. This position is responsible for financial analysis, programmatic oversight, information management, financial feasibility studies, and support in strategic planning efforts.

THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION This Program Analyst is responsible for functions related to Veterans Transportation Service (VTS) care and Beneficiary Travel expenditures and other contract services and agreements including. This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-09. At the GS-07 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-09. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Duties include but are not limited to the following. Analyzes and manages financial and budget information to support efficient and effective use of funds. Monitors and tracks expenditures and obligations and projects future funding needs to ensure funds are available to support program operations. Maintains budget and fund control information and prepares accurate cost estimates, financial reports, and other related documentation. Reviews financial transactions and supporting documentation, including invoices and purchase orders, for accuracy and appropriate use of funds. Monitors program costs, identifies spending trends, and communicates funding or expenditure information to appropriate staff. Gathers, reviews, and analyzes financial and administrative data and prepares reports to support management decision-making and program operations; Provides occasional coverage in the Travel Office as needed, performing the duties of a Beneficiary Travel Transportation Assistant; Provides support to the Veterans Transportation Service (VTS) program in the areas of customer service, scheduling, and dispatching; Arranges all modes of transportation via air ambulance, commercial air, taxi, ambulance, bus, and/or independent transports; and All other duties as assigned. To qualify for this position you must meet one of the following requirements. GS-7 Specialized Experience: You must have at least one year of specialized experience equivalent to at least the GS-05 level that involved assisting with the analysis and management of financial or budget information, including monitoring expenditures and obligations, projecting future funding needs, and preparing cost estimates or financial reports; assisting with reviewing, maintaining, or tracking financial or budget records and preparing related reports, spreadsheets, or other financial documentation. OR Education: You must have successfully completed at least one (1) full year of graduate study in an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. OR COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): You must possess equivalent combinations of successfully completed graduate level education and specialized experience to meet total experience requirements. Only graduate level education from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. OR Superior Academic Achievement at the GS-7 level:(SAA) at the baccalaureate level in a curriculum that is qualifying for the position to be filled. OR Education: You must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such education that demonstrates the knowledge, skills, and abilities necessary to do the work. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. OR COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): You must possess equivalent combinations of successfully completed graduate level education (beyond the first year) and specialized experience to meet total experience requirements.
