Duties
A GS-0308-11, RECORDS & INFO MANAGEMENT SPECIALIST (KNOWLEDGE MANAGEMENT): Works with non-homogenous work centers throughout the wing to integrate planning, development and implementation of knowledge programs and systems. Applies enterprise processes and technologies to capture, store, organize, share, and control tacit and explicit knowledge. Implements Continuous Process Improvement techniques to improve mission and business processes. Uses various software to enhance access to relevant cross-functional information. Provides training to managers and end-users regarding knowledge management principles, costs and benefits. Administers Enterprise Information Systems (EIS) to facilitate knowledge management and collaboration by developing, designing and maintaining websites. Provides EIS web management and administrative support. Ensures all site content adheres to applicable policies and standards. Provides training, consultation and instruction to end-users on database and file management techniques. Provides guidance to Wing leadership moving the organization towards the implementation of effective knowledge management practices. Promotes Wing's use of knowledge management and information sharing practices. Possess a thorough understanding of Air organizations, missions and procedures, and recommends appropriate technologies to support current policies and practices and advise on opportunities presented by emerging technologies. Facilitate a clear understanding of the needs and requirements of information required by the end-users. Promotes knowledge sharing between information owners and users through the organization's operational processes and systems. Facilitates collaboration for the Wing, tenants and GSUs through use of the latest technologies. Designs, builds, implements and maintains knowledge initiatives and provides a framework to ensure the harnessing of explicit knowledge. Develops integrative dashboards of data to enable informed decision making. Analyzes, evaluates, advises and improves work methods and procedures through information management automation. Bestows technical expertise and conducts training on system operation, hardware, and web management. Provides software support. Manages overall processes for organizations to plan, coordinate, share and control information. Possess knowledge of the organization's core business/mission processes and procedures. Identifies and assists in establishing roles and responsibilities for supporting a knowledge management environment; builds knowledge working groups/teams. Migrates content to support and promote knowledge management. Supports and maintains the continuous development of new communities of practice through the analysis of current and projected work methods. Determines how knowledge will be structured, shared, controlled and accessible for the various needs of the organization. Defines roles and responsibilities related to data governance and provides clear accountability for stewardship of the commander's principle information assets. Serves as the primary liaison between users, functional areas, and technology. Validates all data related business requirements for managing and protecting data are clearly defined and communicated. Provides customer service by assisting and educating users on authoritative data sources, data services, and presentation tools to meet organizational objectives. Manages the Records Management (RM) and Records Life Cycle Program. Enforces statutory records management requirements, to include training, policies, and technologies. Identify, organize, protect, share, archive, and dispose of official government records through automated management systems. instructions, and general guidance Collaborates with Wing IT security specialists to conduct risk analyses, security tests, evaluations. Creates security reports for submission. Administers user access controls, electronic records structure, permissions, storage, password controls and procedures using applicable security policies and regulations. Partners with knowledge managers at all levels to ensure that available tools have the capacity to support effective Air and Joint collaboration. Develops and implements policy and guidance governing the implementation of knowledge management initiatives. Develops reports, matrices, and requests for information, as well as collaborative planning tools to ensure timely delivery of decision-quality information to organizational stakeholders. MILITARY REQUIREMENTS: Military Grades: E5 - E7 Desired Military Assignments: 1D774D - Applicants need not be assigned to the position or possess the AFSC to apply or be considered for selection. Selected applicant must be assigned to a compatible Military position and attain AFSC within 1 year of appointment action. - May be required to successfully complete a trial period. - Participation in direct deposit is mandatory. - Males born after 31 December 1959 must be registered for Selective Service. - Must maintain membership in the WA Air National Guard for continued employment. - Must be able to obtain and maintain the appropriate security clearance of the position. - This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. - Position requires ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. - May occasionally be required to work other than normal duty hours; overtime may be required. - The duties and responsibilities of your job may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission. Qualifications
GENERAL EXPERIENCE: Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. SPECIALIZED EXPERIENCE: Must have at least 36 months Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled or experience equivalent to at least the next lower grade level. OR 1 year specialized experience at the next lower grade level. ***Note: To qualify under the one-year Specialized Experience (SE) provision (when stated in the SE section), you must provide either: Two SF-50s (or equivalent) showing you were in the same occupational series at the next lower grade for at least one full year. The two SF-50s must span that full one-year period, from the older SF-50 to the newer SF-50 and reflect employment with the same federal agency. -or- One SF-50 (or equivalent) if your resume shows at least one year of continuous employment in the position reflected on the SF-50 (or equivalent).

Ability using qualitative and quantitative analytical techniques such as: literature search; work measurement; task analysis and job structuring; productivity charting; determining staff to workload ratios (e.g., span of control); organization design; space planning; development and administration of questionnaires; flowcharting of work processes; graphing; and calculation of means, modes, standard deviations, or similar statistical measures. REEMPLOYED ANNUITANT: In accordance with Section 9902(g) of Title 5, United States Code (U.S.C.), annuitants reemployed in the DoD will receive full annuity and salary upon appointment. They will not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the reemployment period. Discontinued service retirement annuitants (i.e., retired in accordance with Section 8336(d)(1) or Section8414(b)(1)(A) of Title 5, U.S.C.) appointed to the DoD may elect to be subject to retirement provisions of the new appointment as appropriate.
