Job Description
The Electrical Energy Marshal is responsible for overseeing and administering the project's Electrical Energy Management Program. This role serves as a key governance and compliance resource, working closely with project leadership, commissioning teams, environmental health and safety professionals, trade partners, vendors, and client stakeholders to support safe, reliable, and compliant electrical operations throughout startup, energization, commissioning, and turnover activities.
The Electrical Energy Marshal provides oversight of electrical safety programs, energy management processes, permit reviews, procedural compliance, documentation controls, training coordination, and stakeholder communication. This position focuses on planning, review, auditing, process management, and operational readiness rather than physical execution of work.
Key Responsibilities Energy Management Program Oversight Administer and maintain the Electrical Energy Management Program. Collaborate with trade partners, commissioning teams, EHS professionals, and client representatives to support program objectives. Ensure established procedures, standards, and requirements are implemented consistently across all stakeholders. Monitor compliance with project-specific and client energy management policies. Process Review and Governance Review and approve Lockout/Tagout (LOTO) plans and associated documentation. Review energization schedules to verify required procedures and approvals are complete prior to execution. Evaluate Step-by-Step (SBS) procedures for completeness, accuracy, and compliance. Review third-party vendor procedures for alignment with NFPA 70E requirements. Review and approve energy management permits and related documentation. Verify that appropriate oversight is assigned to activities involving energy management processes. Support implementation of policies governing energized electrical work and permit requirements. Startup, Commissioning & Turnover Support Participate in commissioning and startup planning meetings to monitor progress and readiness. Review and approve energization and startup procedures associated with electrical and mechanical systems. Support coordination of equipment energization, de-energization, and re-energization activities. Track equipment turnover between contractors, vendors, and client representatives. Coordinate communication related to outages, shutdowns, and operational impacts. Verify operational readiness requirements are met before startup and commissioning activities proceed. Compliance, Documentation & Auditing Conduct program assessments and compliance reviews related to electrical energy management. Audit energy management processes, procedures, permits, and associated records. Verify training records, qualifications, certifications, and authorizations are current and properly documented. Review electrical one-line diagrams and system documentation for accuracy and status alignment. Maintain records associated with LOTO, energization status, and operational controls. Ensure controlled access procedures are established for energized systems and restricted operational environments. Training & Stakeholder Support Deliver training and awareness sessions related to electrical energy management processes. Provide guidance on hazard recognition, risk mitigation, and procedural compliance. Support onboarding and qualification reviews for personnel participating in energy management activities. Audit and approve training requirements associated with energy management programs. Serve as a subject matter resource for project teams, trade partners, vendors, and client stakeholders. Continuous Improvement Participate in incident reviews and Cause Analysis investigations. Prepare and distribute reports summarizing findings, recommendations, and corrective actions. Track corrective action items through resolution. Identify opportunities to improve program effectiveness, compliance, and operational consistency. Support development and implementation of lessons learned and best practices.
Skills and Requirements
Experience supporting electrical systems, commissioning, startup, operations, energy management, or electrical safety programs. Working knowledge of Lockout/Tagout (LOTO), energization planning, and electrical risk management practices. Familiarity with NFPA 70E and related electrical safety standards. Experience reviewing technical procedures, permits, schedules, and operational documentation. Strong organizational, communication, and stakeholder management skills. Ability to coordinate across multiple teams, vendors, and client representatives. Experience conducting audits, compliance reviews, training coordination, or process governance activities.
