Compliance Officer
Under the general direction of the VP, Enterprise Risk Manager, this position assists in managing the Bank’s compliance management system, including compliance with the Community Reinvestment Act and Fair Lending. This position provides guidance on compliance with the DFS, Fed, and other regulatory concerns in addition to ensuring that marketing materials and customer communications meet regulatory requirements. The position will assist in compliance matters during regulatory examinations and internal/external audits. This position also provides support to other functions under the umbrella of enterprise risk management.
The successful candidate will have a minimum of 3-5 years’ experience in a regulatory compliance environment, superior attention to detail, strong analytical skills, exemplify strong knowledge of regulatory requirements and best practices, strong time management skills and the ability to meet deadlines, and be collaborative in nature. A college degree and compliance certifications with industry experience strongly preferred.

Compliance Officer VP, Enterprise Risk Manager
POSITION SUMMARY:
Assist the VP, ERM in carrying out risk management functions of the institution.
JOB RESPONSBILITIES:

Develop, implement, and manage the Bank’s consumer compliance programs, including Fair Lending and Community Reinvestment Act (CRA) compliance.

Monitor and enforce the Bank’s compliance with applicable consumer protection laws, regulations, and regulatory guidance.
-
Develop, administer, and monitor the Bank’s annual compliance training program.
-
Support consumer compliance, fair lending, and CRA-related regulatory examinations and independent reviews; coordinate requests, responses, corrective actions, and follow-up activities.
-
Assist in the coordination of the Bank’s outsourced internal audit program, including audit scheduling, information requests, management responses, tracking of findings, and remediation efforts.

Monitor the status of internal audit and regulatory examination findings and report remediation progress to management and appropriate committees.

Serve as the subject matter expert for HMDA, CRA, and Fair Lending compliance systems and applications.

Coordinate periodic CRA, Fair Lending, and other compliance-related independent reviews and assessments.

Prepare and facilitate various compliance and risk management assessments, monitoring activities, management reports, and Board reports.

Support the Bank's BSA/AML/OFAC compliance programs, as needed.

Assist in the coordination of shareholder relations activities and assist with the Bank’s transfer agent for shareholder recordkeeping, stock transactions, shareholder communications, annual meeting activities, dividend-related matters, and shareholder inquiries.

Track, analyze, and communicate changes in federal and state banking laws, regulations, and guidance affecting the Bank’s operations, products, and compliance obligations.

Perform special projects and other duties as assigned by management.

Adhere to all Bank policies, procedures, and regulatory requirements.

EDUCATION/EXPERIENCE REQUIRED:

Bachelor’s degree preferred

3 - 5 years of relevant work experience in a regulatory compliance environment.

Strong research skills

Thorough knowledge of consumer compliance banking regulations, CRA, fair lending, bank operations and procedures, risk management controls, and internal control objectives and practices are a m ust.

Compliance certification (CRCM or CCBCO) strongly desired
