As a Supervisory Data Scientist, you will oversee and support USCIS HRIT initiatives by managing advanced data science projects, coordinating business systems, ensuring high-quality reporting and analytics, and providing strategic and operational support to HRIT Leadership. Responsibilities Analyzes and interprets complex datasets using advanced techniques to ensure data quality, validity, and reliability to offer innovative solutions and making informed decisions. Enhances data integrity and analytical accuracy by improving statistical methodologies, validating results, and creating clean, actionable data sets. Leads the prioritization, collection, and validation of complex datasets to develop advanced and credible data visualizations, such as dashboards, in coordination with information technology resources. Develops and pilots innovative interactive visualization tools and products, anticipates data discrepancies, formulates corrective strategies, and advises on adapting methodologies for new business processes and technological advancements. Performs advanced algorithmic analysis by designing, validating, and optimizing algorithms to summarize, refine, and derive insights from complex and disparate data sources. Assesses algorithmic performance, investigates biases or errors, and advises on efficient algorithm selection to enhance data matching and provide actionable insights to senior leadership. Researches, analyzes, and interprets data to support evidence-based decision-making, and provides training and guidance on data validation and analytical best practices. Oversees and guides a team responsible for the collection, integration, analysis, and delivery of HR data to inform decision-making, policy development, and strategic alignment with agency objectives. Provides technical and administrative supervision, including developing procedures, setting goals, assigning work, resolving personnel issues, and ensuring efficient operations and productivity within HRIT program operations. Applies data architect experience to design and guide scalable data architecture solutions that improve data quality, integration, accessibility, and analytics. Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas. Supervisory/Managerial Probationary Period: You may be required to serve a twelve-month probationary period upon appointment to this position. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position. Qualifications The qualifications for this position must be met by 11:59 PM (Eastern Time) on 09/08/2026. Time in Grade does not apply to Delegated Examining Announcements, any reference to Time in Grade in the questionnaire will not apply to the rating and ranking of applicants. Basic Requirements: All applicants must meet the following basic requirements: (Must be supported in Transcripts from an accredited institution, Resume and/or Applicable Certificate) Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties: Applying data science, computer science, mathematics, and statistical methods to conduct complex analysis, support algorithm development, validate data sources, and develop business or technical recommendations. Utilizing statistical tools, data platforms such as SAS, R, Python, SQL, Databricks, and similar technologies to query, transform, analyze, and report data from multiple sources. Developing, evaluating, and improving data collection, and processing methodologies to support data integrity, analytical accuracy, and operational decision-making. Managing data analytics, data architecture, dashboard, reporting, automation, or business process improvement initiatives that support organizational priorities, policy development, or strategic objectives. Leading, supervising, or guiding staff or project teams performing data analysis, visualization, engineering, reporting, predictive modeling, or related data technology functions. Voluntary Separation Incentive Payment (VSIP): Per 5 CFR 576.202, An employee who receives a Voluntary Separation Incentive Payment (VSIP) and later accepts employment for compensation with the Government of the United States within 5 years of the date of the separation on which the VSIP is based, including work under a personal services contract or other direct contract, must repay the entire amount of the VSIP to the agency that paid it (proof of payment is required) before the individual's first day of reemployment.
