We are looking for a Program Analyst - Term Limited to join our Rural Health Transformation Program (RHTP) Division of the Office of Medicaid & CHP Behavioral Health Initiatives & Coverage (BHIC)!
The RHTP Division of BHIC is responsible for the full lifecycle management of the State’s RHTP initiative, encompassing program planning, implementation, monitoring, and reporting functions. The division ensures the State’s compliance with the statutory and federal requirements of Section 71401 of Public Law 119-21 and the RHTP Notice of Funding Opportunity. Its work focuses on strengthening rural health system capacity through grant administration, provider technical assistance, workforce and service delivery initiatives, and evaluation of system transformation outcomes. The division manages partnerships with subrecipients, contractors, and federal agencies to ensure that investments support sustainable access to high-quality care in rural communities.

We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from hybrid to full-time in the office. Specific discussions about the schedule will be discussed during the offer stage.
Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.
What You’ll Be Doing as Program Analyst:
- Lead performance management for Colorado’s Rural Health Transformation Program (RHTP), developing statewide performance standards, Key Performance Indicators (KPIs), evaluation methodologies, dashboards, reporting processes, and continuous quality improvement strategies.
- Turn complex data into actionable insights by analyzing and integrating information from multiple sources, identifying trends and emerging risks, measuring program outcomes, and developing recommendations that support program, policy, and executive decision-making.
- Build compelling dashboards, visualizations, and executive-level reports that clearly communicate RHTP performance, outcomes, trends, risks, and opportunities to Department leadership, CMS, policymakers, and other stakeholders.
- Lead RHTP performance reporting and data quality efforts, including CMS reporting, performance measure development, data validation, quality assurance, benchmarking, and the establishment of consistent analytical and reporting standards.
- Shape how RHTP performance is measured and improved by providing technical leadership and consultation to Department staff, grantees, contractors, evaluators, and external partners on performance measurement, evaluation, analytics, reporting, and continuous quality improvement.
- Manage the RHTP Evaluation Contract and help guide the five-year evaluation strategy, overseeing contractor performance, timelines, deliverables, methodologies, outcome measures, and compliance with contractual, state, and federal requirements.
- Serve as a technical expert on program evaluation, analytics, and performance measurement, reviewing evaluation products for quality and methodological rigor and translating findings into practical recommendations for leadership and program partners.
- Lead and support high-priority strategic initiatives and special projects, conducting research, policy analysis, and data analysis in response to executive, legislative, Joint Budget Committee, CMS, and other time-sensitive requests.
- Collaborate across the Department and with external partners to translate performance data, evaluation findings, and program outcomes into clear reports, presentations, public-facing communications, and stakeholder materials.
- Support RHTP implementation throughout Colorado, including approximately 10% travel to rural and frontier communities for grant oversight, site visits, stakeholder engagement, program monitoring, and other implementation activities.
This is a term-limited position with funding through September 30, 2030. Residency Requirement: This posting is only open to residents of the State of Colorado at the time of submitting your application.
Class Code & Classification Description: H1C4XX Analyst IV
MINIMUM QUALIFICATIONS: There are two ways to qualify for this position:
Option 1: Experience Only: Seven (7) total years of professional experience in performance management, program evaluation, data analysis, or an occupational field closely related.
Option 2: Education and Experience: Bachelor's degree from an accredited institution in public health, public policy, program evaluation, statistics, data analytics, economics, business administration, health administration, or a field of study related to the work assignment AND three (3) years of professional experience in performance management, program evaluation, data analysis, or an occupational field closely related.
Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:

An associates will count as two years of experience

A bachelors will count as four years of experience

A masters degree will count for six years of experience

A doctorate or juris doctorate degree will count for seven years of experience
