Summary

You will serve as a Education Program Specialist in the Naval Education and Training Command of NLEAD. This job opportunity announcement has an applicant cap of 50 applicants. Duties

  • You will provide guidance, mentoring and coaching to assist personnel in developing degree roadmaps to assist them in achieving their individual educational goals.
  • You will Serve as the primary purchase cardholder for the Critical Skills Training program.
  • You will research and analyze use of education funding to create managerial reports on the community’s pursuit of education through quantitative methods and statistical analysis.
  • You will provide developmental/trainee, program analysis, design, development, implementation, and evaluation of education programs for both degree and non-degree granting programs of resident and distance education programs

Qualifications

In addition to the Basic Requirements for this position: GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Coordinating with workforce and academic institutions to expand specialized distance and traditional learning programs for operational personnel; 2) Analyzing educational program metrics, survey data, and funding utilization using statistical methodologies to drive strategic policy recommendations; 3) Managing critical skills training execution and procurement compliance to ensure full fiscal accountability and audit readiness. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting personnel with academic admissions, course registrations, and tuition assistance processing to facilitate individual degree progression; 2) Applying foundational analytical and research techniques under senior guidance to compile and evaluate educational program performance data; 3) Communicating routine education policy guidance, briefing materials, and academic advising resources to internal command stakeholders. Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess Basic Requirements: Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses. or Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below. or Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university. or At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion. In addition to the basic requirement the following education can be substituted for experience: GS-11: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree GS-9: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree How You Will Be Evaluated
