Job Description

The Instructional Designer/Senior Training Developer is responsible for analyzing training needs and designing high quality learning solutions that improve workforce performance and support mission objectives. This role collaborates with subject matter experts to design and develop training curricula and learning experiences for computer-based training, eLearning environments, and learning management systems (LMS). The position is responsible for creating multimedia and web-based instructional content, integrating assessments and performance support tools, and measuring and evaluating training effectiveness to support mission and organizational outcomes. The incumbent operates with considerable latitude and serves as a trusted partner and consultant to stakeholders on training strategies, policies, and objectives.

The Instructional Designer will:

  • Conduct training needs, task, and gap analyses to identify learning requirements, performance gaps, and desired mission/organizational outcomes.
  • Translate business, operational, and mission requirements into clear, measurable learning objectives grounded in adult learning and human performance improvement principles.
  • Design, develop, and maintain multi modal training curricula (eLearning, ILT, vILT, blended learning, microlearning, performance support/job aids).
  • Produce design documents, course outlines, and multimedia/web storyboards that meet established instructional design standards and quality expectations.
  • Develop engaging, instructionally sound materials (facilitator and participant guides presentations, eLearning modules, simulations, interactive scenarios, and job aids).
  • Apply recognized instructional design models (e.g., ADDIE, SAM) and adult learning theory to ensure effective learning, retention, and transfer to the job.
  • Write clear, concise, learner centered content tailored to technical and non technical audiences.
  • Design and develop assessments, knowledge checks, and practical exercises aligned with learning objectives and intended performance outcomes.
  • Partner with SMEs, program leadership, and stakeholders to capture domain knowledge and convert it into accurate, mission aligned learning experiences.
  • Collaborate with project managers and stakeholders to define scope, timelines, and deliverables; communicate status, risks, and issues; and recommend mitigation strategies.
  • Use eLearning authoring tools (e.g., Articulate Storyline/Rise, Camtasia, Snagit, or comparable tools) to build interactive, multimedia rich courses and learning objects for LMS and deployment.
  • Work with LMS administrators to upload, test, and deploy courses; ensure proper tracking, completion, reporting, and compliance (e.g., SCORM, xAPI).
  • Design and implement evaluation strategies (e.g., Kirkpatrick Levels 1–3/4 where applicable) to measure training effectiveness, learner reaction, learning outcomes, and performance impact.
  • Analyze learner feedback, assessment data, and performance metrics to identify improvements; revise training materials to maintain accuracy, relevance, and engagement.
  • Contribute to the development and refinement of instructional concepts, standards, and processes; provide guidance, mentorship, and quality review to junior team members.
  • Recommend changes to training policies, standards, and practices to support continuous improvement of the learning function and training portfolio.

This role is expected to work with considerable latitude, exercise ingenuity and innovation in solving complex instructional problems, and serve as a consultant to management and, when appropriate, as an external spokesperson on major matters related to training strategies, policies, plans, and objectives.

Skills and Requirements

Required Qualifications Education & Experience:

  • Bachelor’s degree in Instructional Design, Education, Educational Technology, or eight (8) years or more in instructional design or learning and development; OR Master’s degree in a related field and 6+ years of relevant experience; in lieu of a degree, 12+ years of directly related experience.

  • Seven years of experience in instructional design, curriculum development, or training development, with at least 3+ years supporting complex, mission-focused or government/defense environments Required Skills and Experience:

  • Expertise in instructional design, curriculum development, and training analysis for complex, mission focused environments (e.g., government, defense, highly regulated sectors).

  • Proven experience designing and developing eLearning, ILT, vILT, blended learning, and performance support materials for adult learners.

  • Advanced proficiency with eLearning authoring and multimedia tools (e.g., Articulate Storyline/Rise, Camtasia, Snagit or equivalents) to create interactive, multimedia rich learning solutions.

  • Experience developing SCORM/xAPI compliant content and using LMS platforms to deploy, track, and report on training.

  • Strong capability to perform needs, task, and gap analyses and translate findings into measurable objectives and sound instructional strategies.

  • Experience applying instructional design models (e.g., ADDIE, SAM) and adult learning theory to create effective, performance focused learning solutions.

  • Demonstrated ability to produce clear, concise, learner centered content, assessments, and practical exercises that align to objectives and support on the job transfer.

  • Strong analytical skills in evaluating training effectiveness (e.g., Kirkpatrick), interpreting learner/performance data, and recommending data driven improvements.

  • Ability to work independently with minimal direction, exercising latitude in technical and instructional approaches while meeting project and stakeholder expectations.

  • Proven experience developing innovative solutions to complex training challenges aligned with organizational goals, standards, and mission outcomes.

  • Excellent collaboration and communication skills, with a track record of working effectively with SMEs, stakeholders, project managers, and leadership.

  • Experience providing guidance, coaching, and mentorship to junior instructional designers or training developers.

Clearance:

  • Active Secret clearance with ability to obtain and maintain Top Secret Pay: 70-80h Exact compensation may vary based on several factors, including skills, experience, and education. Employees in this role will enjoy a comprehensive benefits package starting on day one of employment, including options for medical, dental, and vision insurance. Eligibility to enroll in the 401(k) retirement plan begins after 90 days of employment. Additionally, employees in this role will have access to paid sick leave and other paid time off benefits as required under the applicable law of the worksite location.
