ENGINEERING TECHNICIAN (CIVIL)

Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DoW, Certain Personnel of the Competitive Service to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Dam Safety Instrumentation Specialist supporting the District's Dam Safety program by managing instrumentation data, quality control, monitoring, and reporting.

Duties

• Serves as a Dam Safety Instrumentation Specialist supporting the District’s Dam Safety program.
• Responsible for executing and managing the dam safety instrumentation program, including collecting, compiling, evaluating, and tracking instrumentation data;
• Implementing data-quality-control processes; identifying significant trends or anomalies; and,
• Preparing technical reports, summaries, and related documentation to support dam safety monitoring and decision-making.

Specialized Experience GS-11: One year of specialized experience which includes 1) Experience supporting dam safety, civil works, geotechnical, or structural monitoring programs; 2) Applying knowledge of dam safety instrumentation, including data collection, evaluation, quality control, maintenance, and troubleshooting for devices such as piezometers, weirs, pressure gauges, and strain meters; 3) Demonstrating the ability to analyze monitoring data, identify trends or anomalies, conduct field inspections, and prepare clear technical reports, summaries, and briefings; and 4) Proficiency with GIS and CAD-based tools, such as AutoCAD and Civil 3D, to prepare maps, plans, cross-sections, and instrumentation displays. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
