Summary
The VA Greater Los Angeles Healthcare System is recruiting for (1) Management Analyst for the VA Clinic in Santa Maria and San Luis Obispo. The incumbent serves as the central administrative authority onsite, responsible for coordinating the daily business operations of the clinic and ensuring alignment with VHA policies, medical center directives, and accreditation requirements for a designated Community-Based Outpatient Clinic (CBOC).
Duties
Duties may include but are not limited to: Serves as an on-site management representative for the Community-Based Outpatient Clinic, overseeing daily operations to ensure efficient patient flow, effective use of resources, and adherence to established clinical, administrative, and organizational processes. Provides operational oversight and coordination across clinic functions, helping ensure that patient care delivery, front-line administrative activities, provider support, and clinic workflows are aligned with facility expectations and access-to-care goals. Coordinates space planning, facility maintenance concerns, equipment requests, supply needs, and logistical support to promote a safe, functional, and efficient care environment for Veterans, staff, and visitors. Fosters solid relationships by keeping staff members informed, being responsive to their requests, and obtaining information and expertise to present on specific issues and programs. Conducts periodic reviews and analysis of issues and the systems associated with those issues that have come forward from Veterans and their family members and presents that information, along with recommended programmatic change, to the Medical Center Director and the Executive Board. Collects and analyzes administrative and performance data including workload, access metrics, productivity, and resource utilization. Ensures that CBOC operations are conducted in accordance with established clinical, administrative, safety, privacy, and information security requirements, helping maintain consistency between the CBOC and parent facility expectations. Compiles summary and executive level reports related to the program; provides guidance to medical staff and other providers regarding pending and completed actions by major program. Addresses escalated Veteran concerns and ensures appropriate documentation and follow-through. Work Schedule: Monday-Friday; 7:30am-4:00pm Virtual: This is not a virtual position. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.You may qualify as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Academic foundation or vast experience in program management, some clinical experience or education/training in the ambulatory or inpatient setting, customer relations management, and healthcare operations in the public and private sectors. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary with intermittent walking or standing. This position work site may be located from the Main Greater Los Angeles Campus, and driving will be required to the work site at which the position is responsible.
