This position serves our partners at the Minnesota Department of Natural Resources (DNR). MNIT DNR provides comprehensive IT operations and support services, custom application development, and dedicated support functions to an organization that manages and conserves the state’s natural resources in a way that creates a sustainable quality of life for all Minnesotans.

As the GIS Data Steward, you will provide geospatial data administration, mobile/field application support, information technology and data support to the Fisheries Section within DNR’s Division of Fish and Wildlife (DNR-FAW). The position supports statewide Fisheries management programs and groups including Research, Health, Populations, and Operations. One of the key data responsibilities for this position will be maintaining DNR’s foundational hydrography enterprise datasets (open water polygons and related features) as well as additional custom or derived Fisheries GIS datasets. This position will also be involved with maintaining and creating out of the box GIS applications within the DNR’s ESRI Enterprise GIS system.

This position is posted in multiple locations. The final work location will be determined based on the selected candidate and business needs. The office locations currently under consideration for this position are:

  • 483 Peterson Road, Grand Rapids, Minnesota

  • 500 Lafayette Road, St. Paul, Minnesota

This position requires an employee to work onsite at their designated worksite at least 50% [or more or less if space limitations remain] of the time, with limited telework available. Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligibility depends on residence:

  • Candidates living in Minnesota or within 50 miles of the worksite in a bordering state (Iowa, North Dakota, South Dakota, and Wisconsin) may telework up to 50%.

  • Minnesota residents living more than 50 miles from the worksite may be eligible to telework more than 50%.

  • Candidates living 50 miles or more from the worksite in a bordering state may work onsite 100% or may be telework eligible if relocating within 50 miles.

Minimum Qualifications

Position requires a minimum of three (3) years of IT related experience in geographic information systems (GIS) technology, including spatial data creation, analysis, and GIS application support.

Experience must include:

  • Experience using GIS and related software components (e.g. ESRI’s ArcGIS Pro, AGOL, Enterprise) including spatial feature creation and maintenance.

  • Skill in building and maintaining out of the box mobile GIS applications and workflows using ESRI Field Maps, Survey123, and related tools for field data capture.

  • Experience and knowledge of cartographic design techniques and skills such as, accessible map design, coordinate systems, projections, scale, and resolution issues

  • Knowledge of SQL for data definition, manipulation, and selection within enterprise geodatabases, including Oracle, PostgreSQL, and PostGIS environments.

  • Skill in designing and performing spatial analyses, identifying appropriate datasets and tools, documenting geoprocessing workflows, and summarizing analytical results.

  • Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.

  • Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.

Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master’s degree for eighteen (18) months of experience; a bachelor’s degree for one (1) year; and an associate’s degree for six (6) months.

Preferred Qualifications

  • Four (4) years of experience using ESRI desktop suite of software tools and extensions.

  • BA/BS in Information Systems, Wildlife Management, Fisheries, Hydrography, Biology, Ecology, Environmental Science or related field.

  • Working knowledge of one or more programming or ESRI scripting languages (e.g., Python, Arcade).

  • Experience with setup and use of R statistical analysis software.

  • GPS and/or mobile technology use for natural resource applications.

  • Experience creating and deploying mobile apps from ESRI’s suite of tools (Survey123, Field Maps, Collector).
