About the Position: This position is located at Hurlburt Field Air Force Base, Florida. This is a Direct Hire Solicitation. A recruitment or relocation incentive may be authorized. Salary negotiation may be available for those candidates who are new to Federal service. Student Loan repayment may be authorized. Non-Federal work experience may be creditable for leave purposes.

Duties

• Perform budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request.
• Develop background data, information, and documentation to support required program budgets involving Defense Health Program (DHP) and Line funds.
• Research, compile, and summarize data involving obligations, expenses, and object class/line item information, narrative information, and quantitative budgetary data for use in preparing budget estimates.
• Perform budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding.
• Monitor the use and rate of expenditures of budgeted funds through continuing dialogue with program officials and their staff, review of written documents, and examination of accounting records.
• Function as a source of expert advice on medical program cost estimating through briefings and consultations with staff and customers.
• Use automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes formulating or executing budget submissions; analyzing budget/funding data to ensure proper usage of resources; preparing budget reports for senior leadership; and utilizing automated financial systems to input or extract data for reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Finance, or Budget. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Financial Management Certification Level 2: Incumbent of this position is required to comply with all Department of Defense requirements of this certification program. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
