The Department of Revenue, Administrative Services Division is recruiting for an IT Manager 3 in Juneau! This position is open to Alaska Residents only. Please check our residency definition to determine if you qualify. What You Will Be Doing:

Provide senior-level leadership and administrative oversight of all Department of Revenue IT teams, systems, and business functions, ensuring technology support meets the missions and operational needs of each division within the department.

Direct department-wide IT operations by managing governance frameworks, project management activities, infrastructure, and applications to ensure reliable and secure daily performance of the department’s technology environment.

Lead multi-division coordination to unify IT standards, practices, solutions, and departmental work products while adhering to statewide IT policies.

Spearhead department-wide efforts to modernize technology, strengthen operational efficiency, and improve IT services using data-driven evaluation, performance monitoring, and the application of industry-standard best practices.

Foster a culture that encourages open communication, shared learning, and professional advancement across all IT units within the Department.

We have a strong preference for candidates with demonstrated experience navigating large-scale organizations through complex IT operational challenges and modernization initiatives. Additionally, this role requires daily collaboration on high-impact technology priorities across multiple channels, including but not limited to executive leadership, auditors, OIT, and federal partners.

Minimum Qualifications
Competency Based Minimum Qualifications This job class uses competency based minimum qualifications. The competency description(s) listed below have been designed to promote a common understanding of the essential elements of the job class. They highlight the more general and customary knowledge, skills, abilities (KSAs), tasks, and behaviors used to describe the competency. They typically list expectations, as opposed to specific tasks, and are to be used only as parameters and guidelines. Any combination of education and/or experience that provides the applicant with competencies in:
- Information Technology Program Management: Knowledge of the principles, methods, and tools for the coordinated management of an IT program to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities (for example, benefits management, life cycle management, program governance).
- Leadership: Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
- Political Savvy: Identifies the internal and external politics that impact the work of the organization. Perceives organizational and political reality and acts accordingly.
- Vision: Takes a long-term view and builds a shared vision with others; acts as a catalyst for organizational change. Influences others to translate vision into action.
Equivalent to those typically gained by: Training in information technology, or a similar field, and progressively responsible professional experience that included prior supervisory responsibility and developed expertise in one or more IT functions and the provision of IT services to business and/or public users.
Special Note “Competencies” means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation.
“Typically gained by” means the prevalent, usual method of gaining the competencies expected for entry into the job.
“Training” means the process of acquiring knowledge and skills through instruction. It includes instruction through formal and informal methods (such as classroom, on-line, self-study, and on-the-job), from accredited and unaccredited sources, and long-duration (such as a post-secondary degree) and short-duration (such as a seminar) programs.
“Professional experience” means work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the power or right to decide or act according to one's own judgment.
“Progressively responsible” means indicating growth and/or advancement in complexity, difficulty, or level of responsibility.

SUPPLEMENTAL QUESTIONSFor your application to be evaluated you must answer the Supplemental Questions. The State of Alaska (SOA) uses four levels of proficiency to measure and describe an applicant's level of competence in applying certain behaviors, knowledge, skills, and abilities to accomplish a specific task. The proficiency levels are Mastery, Fluency, Literacy, and Discovery. You will need to rate your proficiency for each competency listed in the supplemental questions.
BACKGROUND CHECK The Alaska Public Safety Information Network (APSIN) is utilized in this position. A background check and fingerprinting will be required. The incumbent will be required to obtain APSIN access, which will be done through the office.
