POSITION AVAILABLE Program Director, Robbinsdale Area Schools Community Education Program Directors Terms and Conditions of Employment Job level five (annual salary of $93,548 to $111,603 plus benefits) based on the Program Director contract Full time, 52 weeks per year

PRIMARY FUNCTION The Program Director is responsible for the administration and supervision of a variety of Community Education programs such as youth and adult enrichment, youth development, community use of facilities, aquatics, and community volunteers. These responsibilities include vision setting, budget management, program development, quality control, marketing, and all aspects of staff supervision. This position is part of the Community Education leadership team and reports to the Executive Director of Community Education.

RESPONSIBILTIES

  • Manages Community Education Programs (CEP) to meet community needs and deliver high quality learning programs; assures RAS is in compliance with state and Federal regulations in order to provide a safe and healthy learning environment for RAS students and staff.
  • Provide overall leadership for and administration of assigned programs, including supervision of non-licensed personnel.
  • Develop, implement, supervise and evaluate assigned programs to ensure program success and continuous improvement.
  • Develop program goals; monitor and evaluate program quality.
  • Determine staffing needs, establish job criteria, interview, hire, train, supervise, evaluate and dismiss program and support staff.
  • Oversees the budget; forecasts revenue and identifies staffing needs; reviews and approves grant applications, reports, enrollment fees, purchases and payments, according to established accounting practices, district policies and state laws
  • Develop and maintain enrollment and registration and other program procedures, including fee collection and publication of information
  • Establish strategies for building and maintaining school and community partnerships and collaborations with government agencies, cities, service providers and community organizations, national and professional organizations.
  • Assess and evaluate services relative to school and community needs and program priorities; define service parameters and establish direction for program expansion.
  • Develop and implement appropriate marketing plans (including print, email, and social media) and outreach strategies for programs and services.
  • Develop and implement appropriate program procedures and collect program data for local, state and national reports and program improvement.
  • Prepare funding applications, write and monitor grants and gifts.
  • Participate on appropriate District, Department, and Community advisories and committees.
  • Keep the Executive Director of Community Education informed regarding administration of the department and its programs.
  • Other duties as assigned.
  • At times you may be required to work outside normal business hours and work extended hours to accomplish the requirements of the position.

MINIMUM QUALIFICATIONS Education, Training and Experience Guidelines Bachelor's Degree in Education, or related field; AND three (3) years of professional experience leading public education programs; OR an equivalent combination of education, training and experience as determined by Human Resources.

Knowledge of:

  • State and Federal laws and regulatory issues governing public education, including rules and regulations of the Minnesota Department of Education.
  • Community Education Youth and Adult programming.
  • Principles and practices of public sector administrative management, including finance, accounting, budgeting, purchasing, contract management, customer service and employee supervision.
  • Techniques and practices for efficient and cost-effective management of resources.
  • Local community resources, regional community services programs, and regional training programs.
  • Principles of record keeping, records management, and management of confidential records.

Skill in:

  • Interpreting, and applying state and Federal statutes, codes, rules, and regulations.
  • Reviewing operations and assuring RAS compliance with CEP laws, regulations, and rules.
  • Project Management and Departmental Leadership
  • Assessing, analyzing, and identifying problems, and recommending effective solutions.
  • Researching, collecting, analyzing, and preparing data and generating reports.
  • Managing staff, delegating tasks and authority, and evaluating staff performance.
  • Providing effective customer service and dealing tactfully and courteously with the public.
  • Establishing and maintaining effective working relationships with co-workers, clients, advocates and representatives from community groups and government agencies.
  • Operating a personal computer utilizing standard and specialized software.
  • Communicating effectively verbally and in writing.
  • Working effectively with groups/individuals from diverse communities
