Accounting/Fiscal Manager I - Financial Planning Analyst - STIP Business Analyst (61031642)

Serve as STIP Business Analyst. Manage and plan all accounting, budgeting and financial components of the Statewide Transportation Improvement Plan (STIP) and ensure all programs and project budgets align with the Consolidated Plan and cash management activities.

Manages and plan all accounting, budgeting and financial components of the Statewide Transportation Improvement Plan (STIP) and ensure all programs and project budgets align with the Consolidated Plan. Review and approve all budgetary amendments and corrections to the STIP and verify all fall within annual budget allocations. Update STIP with all program budgets and associated projects on an annual basis. Interprets and analyze complex financial data and reports to identify any budget overages and coordinates with STIP Financial Manager.

Coordinates with Program Managers and MPO/COG Regional Planners to address issues related to program budget and financial planning. Notify the respective Program Manager and MPO/COG Regional Planner, for coordination and correction with the MPO/COG Transportation Improvement Program (TIPs). Serves as agency's liaison for providing program budget information to MPO/COG representatives. Provide support to the state MPOs and COGs to ensure that projects meet all federal requirements, communicate transportation goals and identify future priorities.

Ensures compliance with all relevant federal and state revenue restrictions as they pertain to the STIP. Ensure all federal STIP entries for programs, projects, and lump sum items are in accordance with Federal Highway Administration (FHWA) and other federal policies, law, and regulations. Provide guidance to Program Managers and MPO/COG Regional Planners on funding authorizations, obligations/de-obligations, and use of advance construction. Implements creative methodologies for achieving agency goals and objectives while remaining financially compliant.

Assists in the development of a new STIP Window, review and approve all budgetary amendments and corrections to the STIP, and coordinate with the Financial STIP Manager on annual budget allocations.

Performs other related duties as assigned.

A bachelor's degree in accounting, finance, business or a related field and three and one-half (3.5) years of professional experience in a related area, such as accounting, auditing, finance, or banking; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.

The physical demands for the essential functions includes sitting or standing at a desk for an extended periods and working on a computer. May be required to lift up to 30 lbs. May be required to work outside normal business hours.
