This Community Parole Manager position provides strategic and operational leadership for parole services across Colorado's five Western Slope offices. The primary responsibilities include overseeing staff and operations in Grand Junction, Durango, Montrose, Craig, and Rifle. The assigned team will consist of both sworn and non-sworn staff. This position is based in the Grand Junction parole office and leads geographically dispersed teams responsible for community supervision, reentry, and public safety. It ensures consistent, effective, evidence-based practices throughout the region. As a result, this role requires travel to maintain a leadership presence across the area of responsibility and, when necessary, to attend statewide meetings or training sessions. The Community Parole Manager develops and supports supervisors and staff, monitors operational performance, manages resources and competing priorities, and builds strong partnerships with law enforcement, criminal justice agencies, treatment providers, community stakeholders, and the broader CDOC operations. The successful candidate will be a collaborative and adaptable leader who can balance employee development, operational accountability, community needs, and public safety while advancing the mission and strategic priorities of the Division of Adult Parole.
Job duties and responsibilities include, but are not limited to:

Monitor supervision standards of inmates/parolees that are established through departmental policy and division directives;
-
Create and develop staffing patterns of work units and assignments, adjusting accordingly to effectively meet changing needs;
-
Direct staff to conduct investigations of inmate/parolee violations, may direct staff to arrest and detain an inmate/parolee and to initiate parole revocation action or disciplinary and regression action;
-
Direct the implementation of oversight duties for staff to ensure that the delivery of services in the community corrections and parole programs are in compliance with established Department/Division procedures and regulations, and state, federal and local laws;
-
Negotiate with numerous state, federal, and local law enforcement agencies to:
-
Create and enhance effective and efficient program services, provide for program expansion and improvement.
-
Conduct special investigations inclusive of criminal and public safety issues.
-
Collaborate with outside stakeholders and other state and local government agencies, as well as private and non-profit organizations, to assess inmate/parolee risk and needs and develop additional services for inmates/parolees in community-based settings.
-
Collaborate with and promote the involvement of local law enforcement and victims groups in the development of supervision and containment model strategies to improve public safety;
-
Accountable for multiple units through the direct supervision of subordinate unit supervisors, which encompasses signature authority for actions and decisions that directly impact pay, status, and tenure;
-
Responsible for the performance planning, evaluation, and performance plans of assigned staff while ensuring they adhere to applicable Department/Division procedures and regulations, and state, federal, and local laws;
-
Initiate the hiring process, interview applicants, and recommend hire, promotion, or transfer;
-
Develop staff strategies to meet program goals and objectives;
-
Resolve informal staff grievances by administering regulations pertaining to grievances and through counseling the involved staff and, if necessary, issue corrective actions and initiate disciplinary actions;
-
Ensure that assigned staff formulate and complete required training plans based on staff and department needs and employees' interests to guarantee staff development;
-
May be required to investigate staff or program issues relating to possible criminal or policy violations as directed by authorized CDOC and/or testify at administrative hearings or in court proceedings;
-
Develop, organize and monitor budget allocations for a specific region/assigned area of responsibility of community corrections programs;
-
Plan and scrutinize expenditures through budget reports in collaboration with the division fiscal officer;
-
Analyze financial reports in order to project and plan for fiscal needs and adjustment of operations/services in conjunction with budgetary appropriations;
-
May represent the agency by serving as chair or member on special committees and/or boards relating to community corrections programs, services, commissions, and/or inter-agency task forces and making public or formal appearances or presentations on parole or community corrections issues;

Minimum Qualifications:
Education and Experience Bachelor's degree from an accredited institution in Criminal Justice, Business Administration, Public Administration, Management, Social Science, Social Work, Counseling, Labor and Industrial Relations, Organizational Behavior, or related field of study. (You must upload a copy of your unofficial college transcripts to this application that include your name and college name in order to receive credit) -AND-
Experience: Six (6) years of *professional corrections, parole, or community corrections work experience which must include at least one (1) year at the level of a **unit supervisor, ***staff authority, or equivalent.

POST: Applicants MUST possess a current and valid Colorado Peace Officer Standards Training (P.O.S.T.) certification at the time of application as the position is a statutorily defined Certified Peace Officer and performs a broad range of community corrections and law enforcement duties, to include search and seizure; arrest and transport of inmates/parolees, and assisting other law enforcement agencies pursuant to 16-2.5-101 and 102, and 24-31-301. *Professional work experience involves exercising discretion, analytical skill, judgment, and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that is uniquely acquired through an intense education or training regimen at a recognized college or university and equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field.
**Unit Supervision includes accountability and signature authority for actions and decisions that directly impact the pay, status, and tenure of three or more employees in a unit. The elements of formal supervision must include providing documentation to support recommended corrective and disciplinary actions, signing performance plans and appraisals, and resolving informal grievances. Positions start the hiring process, interview applicants, and recommend hire, promotion, or transfer.

Possess a valid driver’s license. Drivers must maintain a valid, non-restricted Colorado driver’s license, obey traffic laws, and be able to safely operate a motor vehicle.
