CORRECTIONAL UNIT SUPERVISOR (CUS) Monroe Correctional Complex (MCC) WMS Band 1 Full-time- Permanent NOTE: This recruitment is open to Washington State Department of Corrections (DOC) permanent employees only. This recruitment may be used to fill further permanent positions.

Facility Profile: The Monroe Correctional Complex (MCC) is a 2400-bed male all-custody level facility located 30 miles northeast of Seattle. Employing approximately 1200 staff, the complex consists of five major units: the Washington State Reformatory Unit (WSRU), Sky River Treatment Center (SRTC), Twin Rivers Unit (TRU), Intensive Management Unit (IMU), and the Minimum-Security Unit (MSU). The initial screening will be solely based on the contents and completeness of the application materials submitted.Position is responsible for supervising incarcerated individuals, staff and daily operations of facility living units in accordance with Washington Administrative Code (WAC's), DOC policies and facility Operational Memorandum. The management of a living unit includes: (1) providing direct supervision and leadership to Classification Counselors, support staff, and Correctional Sergeants who supervise Correctional Officers; (2) the continuous inspection and review of correctional and security procedures to ensure proper application of directives; (3) analyzing operations and recommending solutions to problems and improvements for efficiency and economy; ensuring all sanitation and security requirements are met; and (4) assisting with the development and implementation of new or updated DOC policies, Operational Memoranda, and facility rules and procedures relating to facility functions and assigned tasks; (5) knowledge of Administrative Segregation (Ad Seg), Classification and intake processes.

Supervise, monitor and direct the operations of a facility living unit to include security practices, incarcerated program assignments, sanitation of the units, and compliance with DOC custody polices and operational memoranda. This position supervises staff on all three working shifts and will occasionally need to be present during all three shifts.

Direct the security and accountability of incarcerated individuals assigned to the unit. This ensures the safety of staff, the incarcerated, visitors, volunteers, and the general public.

Administer and facilitate the Facility Risk Management Team / Multidisciplinary Facility Risk Management Team in their review and implementation of classification discussion and recommendations for incarcerated programming, custody levels, and transition planning. Solicit input from all resources to include the incarcerated.

Ensure the living unit sanitation level is consistent with expectations that are mandated by local, State, County and Federal guidelines and local facility standards.

Ensure all safety standards associated with the living unit are consistent with expectations that are mandated by local, State, County and Federal guidelines and local facility standards.

Ensure all maintenance standards associated with the operation of the living unit are requested and completed in a timely manner that minimizes the impact on staff work areas and the incarcerated living conditions. Ensure inspections/searches of the incarcerated, their property, and living unit, to include program and other areas of the unit, are completed in accordance with established Department policies and procedures.

Plan, direct, and supervise the work of living unit staff, which includes support staff, Counselors, Correctional Officers and Correctional Sergeants.

Establish and prioritize performance expectations for staff utilizing core correctional practices.

Assist with and participate in Incarcerated Individual Programming activities at the Monroe Correctional Complex Twin Rivers Unit.

Conduct timely employee performance evaluations and ensure proper training is provided. Recognize good performance and appropriately document in the employee records. Assess staff individually for career development, personal/professional goals, and provide them with training and/or rotational experiences. Provide coaching and mentoring to staff and lead by example.

Monitor work performance, investigate and take appropriate corrective or recommend disciplinary action.

Participate in the recruitment process and submit recommendations to hire temporary or permanent staff.

Oversee, conduct, and/or participate in hearings, investigations, and meetings:

Oversee and/or conduct infraction, Ad Seg and classification hearings. Ensure all Incarcerated Individual due process rights are afforded and applied in an objective and impartial manner.

Oversee and/or conduct investigations pertaining to allegations of staff misconduct, incarcerated resolutions, tort claims, and administrative segregation placements.

Ensure all persons supervised by this position read and comply with Department policies, Operational Memoranda and Post Orders/manuals. Required Education, Experience, and Competencies::

• Possess a valid driver's license.

AND

• Master's Degree from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA) and two years juvenile or adult corrections experience in treatment, custody or community corrections or professional counseling or casework experience.

OR • Bachelor's degree from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA) and three years juvenile or adult corrections experience in treatment, custody or community corrections or professional counseling or casework experience.

OR• Satisfactory completion of two years of college (60 credits or 90 quarter credits) and five years juvenile or adult corrections experience in treatment, custody or community corrections or professional counseling or casework experience

OR

• HS Diploma/GED Equivalent and six years juvenile or adult corrections experience in treatment, custody or community corrections or professional counseling or casework experience; AND

• Two (2) years of experience as a supervisor*. (This experience may be gained concurrently with the required experience above.)

A demonstrated ability to provide positive leadership in times of stress, conflict, and unforeseen events; remain calm and rational while handling difficult situations to include, but not limited to, volatile, threatening, or other crisis/emergency situations; expertly intervene in response to threats.

*Note: Corrections experience is defined as the focus of the work is supervising or counseling incarcerated individuals (I/I) a majority of the time. **Note: All college degrees must be from an accredited college or university whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA). Preferred/Desired Qualifications:• A working knowledge of DOC Policies, Revised Code of Washington (RCW's), Washington Administrative Code (WAC's), and facility Operational Memoranda (OM).

• A working knowledge and Training towards the goals and visions of the Department of Correction's Washington Way program.
• A working knowledge of I/I management and supervision, including behavior management, classification process, sanitation, and security and safety.
• Understanding of evidence based I/I programs including the preparation of I/I for transition back into society.
• A demonstrated ability to provide positive leadership in times of stress, conflict, and unforeseen events; remain calm and rational while handling difficult situations to include, but not limited to, volatile, threatening, or other crisis/emergency situations; expertly intervene in response to threats.

*Supervisory ExperiencePrior supervisory experience is critical to deliver a full range of services effectively. The Correctional Unit Supervisor position supervises, monitors, and directs the operations of an Incarcerated Individual living unit to include staff supervision, security practices, incarcerated program assignments, sanitation of units, and compliance with DOC custody policies and operational memoranda. Duties require the exercise of full command authority in directing all shift operations of the living unit. Supervision is exercised over subordinate correctional, classification and support services.
