Full job description

Summary

This position is in the Bureau of Emerging Threats Front Office (ET/FO), supporting the Assistant Secretary, Principal Deputy Assistant Secretary, and Deputy Assistant Secretaries. ET leads the Department in identifying and responding to emerging and rapidly evolving technological threats to U.S. national security. ET advises the Secretary on threats including international cyber threats, space-based threats, disruptive technologies, and threats to international critical infrastructure.

Duties

  • Plans, directs, and coordinates administrative programs and operations in assigned areas including travel, conference support, event planning, scheduling, and paper processing.
  • Manages the flow of highly sensitive and time-critical correspondence, action memoranda, information memoranda, and briefing materials into and out of the Front Office.
  • Conducts studies and analyses of ET/FO and bureau-wide administrative program issues to develop recommendations for process improvements.
  • Leads the development and implementation of new business processes and policies to enhance the efficiency and effectiveness of ET /FO and bureau administrative operations.
  • Advises on administrative policies, procedures, and requirements for ET/FO staff, bureau personnel, and external stakeholders.
  • At the GS-11 level, the incumbent performs duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence. The incumbent receives closer than normal supervision than at the GS-12 level.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-12 grade level must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience coordinating scheduling and logistical arrangements for meetings, conferences, or events; Experience managing domestic and international travel operations for staff; and Experience analyzing administrative operational procedures to recommend process improvements. There is no substitute of education for specialized experience for the GS-12 position.

The evaluation process consists of the ApplyGov Competency Based Assessments and a crediting plan for which applicants will be assigned a score between 70 and 100. A resume review will be conducted for minimum qualification requirements, as described in the “Qualifications” section of this announcement, of the top qualified candidates based on combined total score. Resumes longer than two pages will be deemed ineligible and will not be considered further. Responses to questions that are not fully supported by your resume may result in a rating adjustment. You will be assessed on the following job-related competencies (knowledge, skills, abilities, and other characteristics): Non-Supervisory: Oral Communication, Writing, Interpersonal Skills, Problem Solving, Teamwork, Technology Orientation, Customer Service, Attention to Detail and Self-Management. Set aside at least 2 hours to take the external assessments; however, most applicants complete the assessments in less time. There are timed sections that must be completed within the allotted timeframe. Your score from the Non-supervisory assessment will remain on file for 180 days, allowing you to apply for multiple DOS-announced positions without needing to retake the assessments. Top applicants may be referred to the hiring manager for further consideration. The assessment is used to measure the degree in which your background matches the competencies and KSAs required for this position. Your qualifications will be evaluated on the following competencies: Knowledge of administrative functions, including logistics/conference support, travel, financial management, space management and planning, scheduling, and paper processing. Skill in program coordination. Skill in program analysis. Ability to develop recommendations to improve administrative operations. Ability to advise on new/revised business processes, policies, and strategies. Skill in written and oral communication sufficient to interface with senior officials, staff, and management at all levels.
