About the Position: Reporting directly to the Support Services Agency Director, the Real Estate Division Director is responsible for the oversight of the newly created Real Estate Division which includes managing the County’s acquisition, leasing and disposition of developed and undeveloped real estate, ensuring an accurate inventory of County Property, maximizing revenue from lease and sale transactions, and providing accountability and transparency of County owned real estate. Why Cobb County Real Estate Division? Cobb County Government owns over 1,300 parcels/facilities. Each year, many parcels and either sold or purchased. Purchases in the last three years include a new property for 911, land for new fire stations, Cobb County Parks, and a new building for Public Safety. Additionally we have sold surplus land and buildings the County no longer had need to possess. Additionally, we have buildings that we lease out to tenants. We also have offices we lease from private owners.

Tuition Assistance Tuition assistance is available for you while you complete a college degree or certification. Reimbursable amounts are dependent upon available funding and will be proportionately distributed to all pre-approved applicants on a quarterly basis. Manages, directs, and evaluates assigned staff; processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.

Consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to the Director, County administrators and elected officials.

Manages the County’s acquisition, leasing and disposition of developed and undeveloped real estate.

Manages lease negotiations for satellite governmental offices/facilities to meet County Space needs.

Prepares, plans, and implements long- and short-term goals, and objectives, and procedures for the Real Estate Division: evaluates performance and effectiveness of current services, programs, and systems in relation to growing needs of the County; and identifies and implements needed changes, modifications and/or enhancements.

Provides input for Countywide Real Estate Policy.

Responsible for preparing and presenting pertinent information related to real property transactions for the Property Advisory Commission and for Board of Commissioner's agendas.

Provides input and administers budget for the division: forecasts funding needs for staffing, equipment, materials, and supplies; monitors expenditures to ensure compliance with approved budget; and prepares and submits financial records and documentation.

Manages all sales and lease agreements for County-owned property. Coordinates with the County’s contracted Commercial Real Estate Broker, Property Advisory Commission, and the County Attorney’s Office to provide oversight and continuity for transactions concerning County owned Real Estate.

Responsible for maintaining and managing an inventory in GIS (Geographic Information System) of County owned properties. Maintains the official inventory of all real estate holdings owned by Cobb County with information as to purpose for acquisition, costs associated with purchase, and compiles and manages inventory of all county owned properties.

Responsible for maintaining and managing an inventory of all properties leased by or from the County.

Interfaces with landlords and tenants, vendors and the community, administers lease agreements, negotiating and or resolving issues and disputes.

Coordinates with Finance in the rent collection process and provides recommendations for pursuing legal action when required.

Coordinates with DOT and Water System for the disposal of unneeded road right-of-way and preparing pertinent information for related real property transactions for the BOC agenda.

Periodically reviews the County’s real estate holdings, identifies properties that have reached the end of their useful lives and recommends means of disposition in compliance with Georgia Code O.C.G.A. § 36-9-3 (2012).

Interfaces with and serves as a resource for other County Departments, Office of the County Attorney, Risk Management, Finance, County’s contracted Commercial Real Estate Broker and the general public in matters related to purchasing, selling or leasing real estate from/to the County.

Performs other related duties as assigned.

Minimum Qualifications Bachelor’s degree (Master’s degree preferred) in Business Administration, Finance, Real Estate, Public Administration, or related field; supplemented by five years experience in real estate acquisition, management, disposition, appraising or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Driver's License.

Commercial or residential real estate license preferred but not required.

Appraisal license is preferred but not required. Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station. Tasks require the ability to tour and evaluate land and facilities considered for disposition, some of which may be undeveloped properties.

Sensory Requirements Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors Essential functions are regularly performed without exposure to adverse environmental conditions.
