Summary
This is a Direct Hire Authority solicitation. About the Position: ARTRANSTEA is the Department of War's premier deployment engineering and analysis center. We deliver timely, accurate analyses and transportation engineering solutions using state-of-the-art computational tools and advanced information systems to enable the Warfighter's rapid global force projection. Our highly motivated team of engineers, analysts, and transportation specialists makes customer satisfaction our top priority.
Duties
- Leads complex operations research studies using mathematical and statistical methods to evaluate global mobility and joint logistics systems.
- Develops and executes advanced models and computer simulations to forecast operational outcomes and evaluate course of action alternatives.
- Formulates study plans, defines data requirements, and designs analytical frameworks to address strategic deployment and distribution challenges.
- Translates complex quantitative findings into clear executive-level decision briefings, technical reports, and strategic recommendations.
- Collaborates with joint, multi-service, and interagency stakeholders to coordinate deployment enterprise assessments and requirements.
- Provides expert analytical advice and decision support to senior leadership on global distribution network capabilities and constraints.
- Mentors and guides junior analysts on operations research methodologies, simulation tools, and analytical quality standards.
- Assesses emerging data analytics and modeling technologies to enhance joint deployment enterprise analysis and study capabilities.
Qualifications
Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Operations Research Analyst: Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Conducting quantitative operations research studies using mathematical, statistical, or modeling techniques to evaluate complex logistics or mobility systems, and/or, 2) Utilizing computer-based simulations and analytical models to forecast operational outcomes and evaluate course of action alternatives, and/or, 3) Collaborating across joint, interagency, or multi-service deployment and distribution enterprises to support strategic mobility planning, and/or, 4) Translating quantitative data and analytical findings into formal technical reports or executive-level decision briefings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
