Summary

As a Senior Digital Communications Specialist, you will serve as an IT Specialist for Digital Communications and IT Employee Experience. Location of position: Washington, DC, Raleigh, NC, Fort Worth, TX, Kansas City, MO, Lakewood, CO, or Tacoma, WA We are currently filling two vacancies, but additional vacancies may be filled as needed.

Duties

Develop comprehensive, strategic digital communications, combining elements of targeted messaging, visual graphics, videos, analytics, and user feedback. Leverage diverse channels to share and collect information including in-person sessions, online meetings, video-based content, and user self-service. Independently develop high-visibility communication campaigns (including creating content, defining timelines, developing resource documents, identifying stakeholder impact, and selecting communication channels). Serve as a principal advisor to IT leadership regarding technology and workforce communications. Provide guidance to executives and program managers regarding communication policy, change management methodology, and employee engagement best practices. Monitor and analyze data such as open rates, digital analytics, and customer satisfaction scores. Evaluate the overall effectiveness of the team's communications and marketing efforts, informing continuous improvements, and ensuring the program consistently meets its strategic objectives and delivers maximum value to employees. Develop and present reports to leadership summarizing the results of the program. Conduct in-depth analyses, prepare comprehensive reports, develop and deliver presentations for leadership, and perform advanced data analysis to support strategic decision-making related to technology solutions and adoption. Requirements

If selected, you must meet the following conditions: Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service. Serve a one year probationary period, if required. Undergo and pass a background investigation (Tier 2 investigation level). Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment. Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position. Qualifications

To evaluate your qualifications, your resume must clearly demonstrate how you meet the specialized experience described below. Your resume must not exceed two pages. The GS-14 salary range starts at $127,829 per year and varies based on duty location. If you are a new federal employee, your starting salary will likely be set at the Step 1. Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the 9 competencies AND 1 year of specialized experience equivalent to the GS-13 level in the Federal service as described below: IT SPECIALIST COMPETENCY REQUIREMENTS: Attention to Detail - Is thorough when performing work and conscientious about attention to detail. Technical Competence – Uses knowledge that is acquired through formal training or on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. SPECIALIZED EXPERIENCE REQUIREMENTS: Experience overseeing the design and implementation of complex organizational change management initiatives. Experience must include: Developing and distributing enterprise-wide messages/templates through an email delivery automation tool Using analytics to monitor the effectiveness of communication campaigns Designing visual graphics Creating instructional videos for change management campaigns

How You Will Be Evaluated

A panel of Subject Matter Experts (SMEs) will review the application of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses. Ability to develop new and innovative systems and programs in digital communications, strategic change management, and customer experience. Knowledge of communication planning, stakeholder engagement, executive communications, digital media platforms, collaboration technologies, and communication analytics sufficient to develop and implement agency-wide communication frameworks that influence employee behavior, improve technology adoption, and advance strategic organizational objectives. Knowledge of strategic communications, organizational change management, digital communications technologies, and information technology programs sufficient to serve as advisor to senior IT leadership on enterprise communication strategies supporting organizational transformation, technology modernization, workforce engagement, and customer experience initiatives. Skill in written communication to produce reports, executive-level presentations, policy recommendations, strategies, and effective management communications. Skill in oral communication to make formal and informal presentations to higher level management. Mastery of management principles, organizational effectiveness, business process improvement methodologies, and qualitative and quantitative analytical techniques sufficient to evaluate communication effectiveness, identify barriers to organizational change, and develop innovative solutions to complex enterprise challenges. Demonstration of these KSAs must be supported by your application. Applicants should also make note of each KSA, as you will be asked to address them later in the application process.
