Duties

General Manager Duties: As a Senior Manager you will: Exercise delegated managerial authority to oversee the overall planning, directing and timely execution of a program, several program segments (each of which is managed through separate subordinate organizational units), or comparable staff functions, including development, assignment, and higher level clearance of goals and objectives for supervisors or managers of subordinate organizational unit or lower organizational levels. Approve multi year and longer range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives. Oversee the revision of long range plans, goals and objectives for the work directed. Manage the development of policy changes in response to changes in levels of appropriations or other legislated changes. Manage organizational changes throughout the organization directed or major change to the structure and content of the program or program segments directed. Exercise discretionary authority to approve the allocation and distribution of funds in the organizations budget. The following are the job specific duties of this position. You will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Directs CFO administrative coordination for the preparation, clearance, and publication of the IRS annual financial report. Directs CFO administrative non-labor budget execution, analysis, monitoring, and reporting. Serves as the principal administrative advisor to the Chief Financial Officer on matters affecting the effective operation of CFO-wide administrative programs. Exercises full supervisory and managerial responsibility for subordinate supervisors and staff. Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below: BASIC REQUIREMENTS ALL GRADES (IOR): A degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience that includes at least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. AND SPECIALIZED EXPERIENCE: In addition to basic requirements, you must have at least one (1) year of specialized experience equivalent to the next lower level payband or GS grade in the normal line of progression. Specialized experience would include one year of substantive supervisory or program management experience at the GS-13 or GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service. To be qualifying for this position your experience should be sufficient to demonstrate: Experience coordinating the preparation, review, reconciliation, clearance, version control, and publication of agency financial statements, annual financial reports, and supporting documentation in accordance with federal reporting requirements. Experience analyzing budget execution data, spending plans, cost information, funding forecasts, and resource requirements to identify funding risks and develop resource allocation recommendations. Experience performing contract and acquisition support activities, including acquisition planning, requirements development, funding verification, obligation and invoice tracking, contractor performance documentation, and contract closeout. Experience evaluating financial management processes, internal controls, audit findings, and corrective actions to identify and remediate deficiencies and improve the accuracy, reliability, and timeliness of financial operations and reporting. Experience preparing financial analyses, executive briefing materials, issue papers, audit responses, decision documents, and technical reports for senior officials and oversight organizations. Experience coordinating administrative and reporting processes, executing data calls, and reviewing milestones and financial deliverables among accounting, budget, internal control, and program offices.
