Position Overview and Responsibilities:

This Environmental Specialist III position performs highly technical, professional work under the direction of the Environmental Administrator for the Waste Cleanup Program’s Federal Programs Section within the Division of Waste Management located in Tallahassee, Florida. The primary duties of the Environmental Specialist III include providing technical and regulatory review of complex environmental assessment and remediation projects. The ideal candidate will possess excellent communication skills, discipline-specific knowledge, leadership skills, adaptive management knowledge and skills, and be highly effective in both the team and autonomous environment. The duties of the position include the following:

  • Serves as Remedial Project Manager (RPM) responsible for Department of Defense (DOD) contaminated site program management for multiple DOD installations and for Formerly Used Defense Sites (FUDS). Employee coordinates reviews and tracks assessment/cleanup operations at assigned DOD facilities in accordance with a formal partnership with the DOD and the United States Environmental Protection Agency (EPA). Employee provides written and verbal guidance to assure statewide consistency is incorporated in cleanup of sites. As RPM, employee is empowered with decision-making authority related to site-specific work at assigned installations and FUDS.

  • Provides technical review of assessment and cleanup related documents, and project management review of other documents, generated by the DOD hazardous waste cleanup programs required by the federal Installation Restoration Program, the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), and State laws and rules. Ensures and coordinates technical review of FUDS assessment and cleanup related documents, and project management review of other documents, generated by the United States Army Corp of Engineers (USACE) required by CERCLA and State laws and rules. Provides and/or ensures and coordinates technical review of assessment and cleanup related documents, and project management review of other documents generated by the DOD and USACE, for compliance with Chapters 62-780 and 62-777, F.A.C.

  • Actively participates in partnering with DOD, USACE, NASA, or the US Environmental Protection Agency (EPA) staff, as appropriate, to enhance and improve the achievement of State and Federal requirements, along with DOD, USACE, and EPA goals and objectives. Provides guidance and clarification about State rules and regulations, along with Department policies. As requested, attends meetings, conferences, and/or workshops and delivers presentations.

  • Provides oversight and on-scene coordination of DOD and FUDS field activities as appropriate or as requested.

  • Performs special duty assignments and attends meetings at the request of supervisor.

  • Performs other duties as required.

Required Knowledge, Skills, and Abilities:

  • Knowledge of Florida’s geology, hydrogeology, chemistry, and Florida’s groundwater.

  • Knowledge of site assessment techniques and methods, including monitoring well construction and sampling, especially for hazardous waste sites.

  • Knowledge of state and federal regulations for federal facilities.

  • Knowledge of regulatory oversight of DOD and FUDS activities.

  • Skills in the basic concepts of Project Management.

  • Skill in evaluating, analyzing, and interpreting comprehensive scientific/technical environmental data.

  • Skill in using Microsoft Word, Microsoft Excel, Microsoft Power Point, Adobe, and other general office software.

  • Ability to understand and apply appropriate state and federal rules, regulations, policies, and procedures relating to environmental programs.

  • Ability to write effectively, in a well-organized and understandable manner.

  • Ability to evaluate comprehensive technical documents

  • Ability to travel for field work oversight, training, meetings, and conferences

  • Ability to organize workload and manage time efficiently.

  • Ability to establish and maintain effective working relationships with others.

Minimum Qualifications:

  • At least four years of verifiable related experience in engineering, environmental science or one of the natural sciences. Post-secondary degrees from an accredited college or university with a major in engineering, environmental science or one of the natural sciences may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from anapproved agency (https://www.fldoe.org/teaching/certification/foreign-trained-grads/approved-credential-evaluation-agencie.stml) must be submitted along with all foreign degrees.

  • Valid Driver’s License

  • Travel is required.

Position of Special Trust Requirement:

This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.

Applicable Job-Specific License or Certifications:

Must complete a 24-Hour OSHA Safety Training successfully within six months of employment. (Training to be paid for or provided by the State of Florida, if required.) .

Preferred Qualifications:

  • Two years of regulatory inspection/compliance/permitting or other related experience.

  • Knowledge and experience assessing or remediating waste cleanup sites under CERCLA, RCRA, and the Florida Administrative Code

  • Knowledge and experience assessing, remediating, managing, and regulating military munitions cleanup sites

  • Knowledge and experience with Federal Facilities partnering, and stakeholder engagement

Pay:

Annual Salary: $53,580.60
