Safety Risk Management Specialist (Senior Advisor)

Summary

This position resides within the Air Traffic Organization, Safety service unit, AJI-0. The organization identifies and mitigates operational risk to the National Airspace System (NAS).

Duties

The Safety Risk Management Advisor is a recognized expert in the Federal Aviation Administration (FAA), providing leadership for highly complex and challenging safety initiatives and activities under the minimal direction of a manager or executive. Shares in advancing the Air Traffic Organization (ATO) and Safety (AJI) capability to identify, assess, and mitigate complex safety risks affecting both internal and external National Airspace System (NAS) operations. Serves as the senior advisor to management and executive leadership on aviation operational safety oversight, Safety Management System (SMS), Safety Risk Management (SRM), and Safety Assurance (SA) activities. Provides expert guidance on FAA safety policy, operational risk management methodologies, and Safety Assurance processes to improve enterprise safety performance, ensure compliance with FAA safety requirements, and reduce operational risk. Evaluates the effectiveness of Safety Management System (SMS) implementation, Safety Assurance activities, and operational risk controls by analyzing operational events, hazard reports, investigations, corrective actions, and enterprise safety performance data to determine program effectiveness. Assesses regulatory compliance to develops mitigation strategies to addressed identified risks. Applies experience and expert knowledge of Safety Risk Management (SRM), Safety Assurance (SA), aviation operational risk analysis, and safety policies to evaluate complex operational events, hazard reports, investigative findings, safety assessments, and compliance reviews to identify systemic hazards, determine contributing factors, assess the effectiveness of risk controls, and develop enterprise wide recommendations that improve National Airspace System (NAS) operational safety. Integrates information from multiple safety sources to identify systemic hazards, determine underlying causes and contributing factors, assess the effectiveness of existing risk controls, and develop enterprise-wide recommendations that strengthen operational safety oversight, improve operational performance, and reduce risk. Applies expert knowledge of National Airspace System (NAS) operations, aeronautical systems, air traffic procedures, Safety Management System (SMS) principles, and Safety Assurance (SA) methodologies to evaluate enterprise safety processes and identify opportunities to strengthen enterprise safety performance. Conducts comprehensive research and analysis to develop, refine, and improve AJI safety methodologies, analytical tools, and Safety Management System processes that support FAA strategic objectives and industry best practices. Evaluates implementation of SMS principles and Safety Assurance activities to identify systemic weaknesses, assess the effectiveness of risk controls, and recommend improvements that enhance operational safety. Analyzes operational events, occurrence reports, runway safety data, incident and accident information, hazard reports, investigative findings, and enterprise safety performance data to identify systemic hazards, evaluate trends, assess operational risk, and formulate strategies that inform management decision-making. Evaluates the effectiveness of Safety Management System (SMS) implementation, Safety Assurance activities, operational safety oversight, and Safety Risk Management (SRM) processes by assessing enterprise safety performance measures, risk mitigation strategies, corrective actions, and operational outcomes. Identifies systemic deficiencies, evaluates the effectiveness of risk controls, and recommends improvements that strengthen enterprise safety performance and support continuous improvement across the Air Traffic Organization. Plans, coordinates, and implements safety initiatives and special projects involving multiple stakeholders. Facilitates collaboration among organizational elements to ensure effective communication, risk management, and execution of safety-related priorities. Requirements

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J FG/GS-14level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. SPECIALIZED EXPERIENCE IS DEFINED AS: -Experience assessing regulatory compliance issues to develops mitigation strategies to addressed identified risks. - Experience evaluating the implementation of safety principles and assurance activities to identify systemic weaknesses, assess the effectiveness of risk controls, and recommend improvements that enhance operational safety. -Experience developing safety performance, compliance, and organizational risk reports and recommendations to management.
