Engineering Operations Technician - Project Management

Full-Time in Vancouver, WA - $21.98 – $27.07 / hour

About the Role

Federal highway projects on national parkland, national forests, and tribal lands don't get built without someone tracking the schedules, contracts, and budgets behind them. As anEngineering Operations Technician, you'll be that someone: the person keeping project documentation, task orders, and financial reporting organized so engineers and project managers can focus on delivering the work.

About the Program

You'll support the Federal Highway Administration's Western Federal Lands Highway Division (WFLHD) in Vancouver, WA. WFLHD is one of only three FHWA field division offices in the country, and it administers the Federal Lands Highway program across a six-state region, coordinating road and bridge work with partners like the National Park Service, U.S. Forest Service, and Bureau of Indian Affairs.

What You'll Do

  • Support the development of scoping documents, project plans, and change control records for highway construction and design projects.

  • Assist with the development, execution, modification, and closeout of contracts, task orders, BPA calls, and reimbursable agreements (non-inherently-governmental tasks only).

  • Manage data entry and reporting across project management systems (Microsoft Access, Excel, Oracle), including running and troubleshooting reports.

  • Use Primavera P6 to help project managers build schedules, input data, post status updates, and distribute reports.

  • Review project schedules and budgets to flag problem areas, inefficiencies, and possible recovery actions.

  • Prepare correspondence, reports, and technical documentation for distribution to internal teams and outside partners.

  • Maintain project records and electronic files, and assemble contract, task order, and agreement support packages for routing and tracking.

  • Provide monthly budget reports and project analysis to project managers, functional managers, and the Branch Chief.

What You'll Need (Required)

  • Associate's degree in Civil Engineering Technology or a related field (or equivalent course credit),plusat least three years of experience in construction project administration for a general contractor, engineering firm, architectural firm, or construction project management agency.

  • At least one year of that experience supporting local, state, or federal construction projects.

  • Working knowledge of civil engineering and project management concepts, industry terminology, and design/construction scheduling practices.

  • Experience with database applications, document control systems, complex spreadsheets, and financial/project data management.

  • Experience inputting data and generating reports from project management or scheduling software.

  • Experience monitoring project budgets and reconciling costs with managers.

  • Ability to analyze data and prepare recommendations or conclusions.

Nice to Have (Preferred)

  • Direct hands-on experience with Primavera P6, specifically for schedule preparation and reporting.

  • Experience preparing or reviewing architect/engineering invoicing and billing.

  • Prior experience on a federal contract with a Department of Transportation or similar infrastructure agency.

Compensation & Benefits

Compensation = $21.98/ hour

Health and Welfare Benefit = $5.09/ hour

Location & Work Arrangement

This is a full-time, on-site position based in Vancouver, WA, supporting FHWA's WFLHD office directly.
