POSITION TITLE: Migrant Education Program (MEP) - Migrant Regional Service Center (MRSC) Identification and Recruitment (ID&R) Support Services Specialist

RECRUITED BY: Director, Bilingual Services Department/MRSC

IMMEDIATE SUPERVISOR : Director, Bilingual Services Department/MRSC

POSITION SUMMARY:

Work under the direction of the Bilingual Services/MRSC Director and in collaboration with the MRSC staff to ensure proper and timely identification and recruitment of all eligible migrant children in Region 1. Travel to homes, farms, packing houses, schools, and other locations throughout the region.

QUALIFICATIONS:

• A Bachelor’s degree is preferred for this position and/or any equivalent combination of education and at least two years’ experience which provides the required knowledge, skills, and abilities relevant to the job.

• Exemplary interpersonal skills to successfully work with a variety of people

• Exceptional oral and written communication skills in English and Spanish

• Ability to follow written and oral instructions and use initiative while working without close supervision

• Thorough understanding of Region 1 and familiarity with its counties

• Accountable, ethical, and a self-starter

• Ability to multitask with great attention to detail

• Great organizational skills and ability to work as part of a team and under pressure

• Proficient in the Google Suite and excellent computer skills

• Ability to exercise tact, discretion, and cultural sensitivity when working with individuals

• Valid driver’s license and 21 years of age or older.

GENERAL INFORMATION:

• Hourly: 40 hours per week / 260 days per year (signed documentation)

• Occasional weekend work and flexible scheduling

• Travel Required

PERFORMANCE RESPONSIBILITIES - PEAK SEASON (MAY 1 - OCT 15, 5.5 MOS)

• Perform region-wide identification and recruitment of migrant students in accordance with all federal and state regulations

• Perform re-enrollment interviews in accordance with all federal and state regulations

• Input all student information into Indiana’s data exchange, COE Reporter, ensure accurate submissions, utilize MSIX (Migrant Student Information Exchange), certify Certificates of Eligibility (COE’s), and use the MRSC web-based Forum to record pertinent information

• Work with Data/IT/Communications Specialist to input data in MIS2000

• Work with the MRSC staff and other agencies to ensure migrant students receive referral services

• Work effectively with Out-of-School Youth (OSY) - Conduct Pre & Post Assessments, Instruction on a variety of workplace topics

PERFORMANCE RESPONSIBILITIES - MODERATE SEASON (OCT 15 - APRIL 30, 6.5 MOS)

• Create ID & R plan, data spreadsheets of contacts for farmers, crew leaders, and referral agencies.

• Advocate and provide support services for migratory children and their families to gain access to education, health, nutrition, and social services that include the following:

• Assist with translations and interpretations for migrant parents in Region 1 when necessary

• Assist migrant parents in understanding their child’s academic progress, school policies and procedures, and assessment results in their assigned area

• Arrange eye exams and dental appointments for migrant students in their assigned area

• Help coordinate the distribution of instructional and educational materials, uniforms, and other support services, and complete Service Delivery Plan (SDP)to migrant students in their assigned area

• Assist Director with Parent Meetings

• Communicate effectively with Migrant Regional Service Center-Region 1 staff

• Participate in regional and state professional learning opportunities

• Other duties as assigned

SPECIAL NOTATION: The position requires a flexible scheduling of work responsibilities and, at times, evening work. This position also requires full availability during the busy Summer season. Therefore, vacation time must be taken before the Summer program begins or after summer school in July.
