About the Position: The incumbent serves as a Management Analyst and contract surveillance expert in a Medical Treatment Facility's Contract Support Office. Responsibilities include full life-cycle management of healthcare provider contracts to ensure proper staffing. The role involves regular coordination with clinical, administrative, and contracting leaders to support a compliant and effective healthcare workforce. This is a Direct Hire Solicitation

Duties

• Manage, monitor, and evaluate complex health care programs involving civilian health care contractors and institutions.
• Assist Contracting Office with development of Independent Government Cost Estimates (IGCEs)
• Manage the technical aspects of post-award contract requirements with health care organizations and providers.
• Perform field visits to review programs and provide staff assistance and guidance.
• Provide regular updates and contract status briefings

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experiencerequirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: (1) assisting customers with the preparation and analysis of contract requirements for healthcare services to ensure they are adequately developed; (2) analyzing contract activities to recommend improvements to healthcare program efficiency; and (3) assisting with the development and execution of surveillance plans to monitor contractor performance and ensure the quality of health program requirements. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Management, Healthcare Management, or Human Resource Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
