Summary

About the Position: This job announcement is for a Program Analyst, GS-0343-12 position with the U.S. Army Corps of Engineers, Rock Island District. This position is located in Rock Island, IL.

Duties

  • Coordinate and assess District project and study activities across all lifecycle phases to maintain accurate, current program information.
  • Develop multiyear funding requirements, cost estimates, and budget justifications that support approved program objectives and requirements.
  • Monitor financial execution data and analyze trends to forecast funding needs, identify variances, and support obligation and expenditure goals.
  • Evaluate program performance against approved objectives, schedules, funding plans, and measures to identify risks and recommend corrective actions.
  • Analyze and recommend reprogramming actions, project priorities, new starts, and resource allocations based on execution needs and applicable criteria.
  • Prepare clear, accurate reports, briefings, budget materials, and stakeholder correspondence addressing program status, issues, and recommended actions.
  • Ensure program documentation, data, estimates, schedules, and budget submissions are accurate, consistent, and compliant with applicable requirements.
  • Provide decision-ready programming and budget advice to management while guiding and reviewing support staff work products.

Specialized Experience GS-0343-12: One year of specialized experience which includes: coordination and execution of assigned portions of program planning and analysis for Division programs; formulating, preparing, and updating budgets to meet anticipated expenditures and established obligations/expenditures goals and objectives; and collecting and analyzing funding data to prepare a variety of reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
