Summary As a Human Resources Specialist at the GS-0201-14, you will be part of the Recruitment and Executive Resources Division, Office of the Chief Human Capital Officer, U.S. Equal Employment Opportunity Commission. If selected, you will be responsible for providing technical leadership by establishing standard operating policy and procedures to guide the recruitment and executive personnel system for the agency. Responsibilities Develops and implements recruitment and executive personnel policies and standard operating procedures for agency-wide use. Leads team coordination, coaching, and process improvements to enhance human resources (HR) service delivery. Analyzes recruitment data, identify program issues, and prepare reports with recommendations. Delivers and coordinates training for HR staff, supervisors, and managers on personnel topics. Provides expert advice to leadership on HR laws, regulations, policies, and proposed legislation. Coordinates with the Office of Personnel Management and other federal agencies to meet recruitment and personnel program needs. Participates in strategic planning and leads special projects that improve recruitment operations. Requirements Conditions of Employment Qualifications For the GS-14: You must have at least one year of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience must demonstrate all of the following: Experience developing, interpreting, or implementing recruitment policies, procedures, or strategies, including creating guidance or standard operating procedures for GS recruitment and executive resources. Experience providing expert advisory and consultation services on HR laws, regulations, or policies to leadership, managers, or HR professionals. Experience analyzing recruitment program effectiveness, conducting studies, evaluating data, preparing reports, and making recommendations to improve HR program outcomes. Experience training or coordinating training for HR specialists, supervisors, or managers on personnel/staffing topics. Experience participating in strategic planning or special projects affecting recruitment, staffing, or executive resources program operations. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS- 14 level. Applicants must meet all eligibility requirements (e.g., time-in-grade and qualification requirements) within 30 days of the closing date specified in the vacancy announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
