Summary
The Office of the Chief Financial Officer (CFO) leads the development, negotiation, and presentation of the National Intelligence Program (NIP) budget on behalf of the Director of National Intelligence to the President and the Congress. The CFO's three main responsibilities include resource management (budget analysis, formulation, justification, and execution), performance planning and evaluation, and financial management improvement.
Duties
The Intelligence Community (IC) Chief Financial Officer (CFO) leads IC-wide efforts to develop, determine, and present the National Intelligence Program (NIP) budget to the Office of Management and Budget and Congress on behalf of the Director of National Intelligence. The IC CFO also leads IC resource, performance, and financial management as well as procurement oversight and facilities activities. Additionally, IC CFO, through the CFE, provides oversight of ODNI resources, managing formulation, justification, execution, contracts, manpower, financial audits, and ODNI budget matters in coordination with the IC, OMB, DoW, and Congress. The IC CFO serves as the single point of integration for all performance- and budget-related activities across the 18 NIP elements. Major Duties and Responsibilities: Develop and execute a strategic plan for acquisition policy, capabilities, and programs that increases innovation and effective public-private partnerships across the entirety of the IC. Develop acquisition capabilities that increase the quantity and quality of private sector partners in the Intelligence Community's Industrial Base. Oversee procurement policy activities across the IC and set strategies to develop the vision, goals and objectives and direction of policy activities for IC-wide procurement policies and activities that align with the National Intelligence Strategy DNI strategic goals and objectives. Lead a professional staff and contractors in successfully defining and managing complex programs and projects around acquisition efforts that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure timelines, costs, deliverables, and outcomes are achieved according to approved plans. Support a flexible acquisition environment that facilitates rapid exploitation of emerging technologies and innovation within industry though the use of innovative contracting vehicles such as OTAs, CRADAS, etc. Develop and maintain a network of senior level contacts within the DoW and the IC to ensure a continuing dialogue and active insight into ongoing and planned procurement efforts, policy developments and technology activities. Maintain effective working relationships with other ODNI and IC components and other government agencies to address issues that span multiple mission or program areas. Represent the DNI or Office on-related fora and conduct ongoing collaboration and outreach with stakeholders and partners across the ODNI, IC, Department of Defense, United States Government, and oversight organizations (e.g., Congress and OMB), as needed, to meet mission objectives. Perform personnel management responsibilities with a focus on building a high performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation. Manage, lead and develop dynamic and long-term planning efforts in the current and anticipated planning structure. Lead, manage, and direct a professional level staff, evaluate performance, collaborate on goal setting, and provide feedback and guidance regarding personal and professional development opportunities. You must be registered for the Selective Service, if applicable. You must be a U.S. citizen and at least 18 years of age. You must be willing to move to the Washington Metropolitan Area (WMA). You must successfully complete a medical and psychological exam, a polygraph interview, and a comprehensive background investigation. PROBATIONARY & TRIAL PERIODS Employees newly appointed to the Senior National Intelligence Service (SNIS) are subject to a twelve (12)-month probationary period to assess their ability to perform assigned duties and responsibilities at a level of excellence expected of a senior executive. For permanent employees newly hired into the ODNI, the probationary period will run concurrently with the first twelve (12) months of a new employee's two (2)-year trial period. ECQ 4: Leading People This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. ISCOCQ: Leading the Intelligence Enterprise This core qualification involves the ability to integrate resources, information, interests, and activities effectively in support of the Intelligence Community's mission and to lead and leverage cross-organizational collaborative networks to achieve significant mission results. Inherent to this senior officer qualification is a deep understanding of the intelligence enterprise and a shared commitment to the IC's core values. Note: If you are a member of the SES or have been certified through successful participation in an OPM-approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualification Review Board (QRB)) or your eligibility for noncompetitive appointment to the SES. Mandatory Requirements: Superior ability to leverage technical proficiency to plan for, acquire, organize, integrate, develop, and prioritize human, financial, material, information and other resources to accomplish their organization's mission and objectives. Superior ability to determine and allocate appropriate levels and mixtures of resources needed for all areas of responsibility with the superior ability to redirect resources as the emphasis of the overall program changes. Superior ability to set priorities, organize and utilize time and resources efficiently and effectively to achieve the desired results, consistent with the organization's goals and objectives. Superior ability to provide sound advice, new insights and innovative solutions to subordinates, high level program managers, executives, directors and other acquisition officials pertaining to contracting programs, statutes, procedures, problems, and solutions. Superior ability to exercise logic and good judgment to determine accuracy, relevance to data, and make effective decisions based on the interpretation of contracting regulations and practices which affect various organizational units and at various levels. Superior skill in developing the acquisition strategy as it relates to the Acquisition Plan. Superior capability to use initiative and resourcefulness in deviating from traditional methods or researching trends and patterns to develop new methods, criteria, or proposed new policies. Exceptional skill in preserving the consistency and integrity of the federal acquisition process (e.g., protecting the proprietary information, avoiding conflicts of interest, and appropriately marking documents when acquiring supplies and services with appropriate funds). Exceptional program management, strategic planning skills, including the ability to conduct program and management assessments, to identify needs and requirements, and to develop non-linear process improvement recommendations for implementation across the ODNI and IC. Exceptional interpersonal, communication, and networking skills, and demonstrated ability to build an sustain professional networks and exert influence across the ODNI and/or other government agencies. This is an excepted service BCSS-00 position open to the public and all current federal employees at the BCSS-00 and one level below.
