What We're Looking For

HNTB's National Aviation Planning + Environmental Planning Practice is seeking a well qualified candidate to provide programmatic, technical, and stakeholder support to Florida Department of Transportation (FDOT) leadership and HNTB in the execution of emerging aviation initiatives, including Advanced Air Mobility (AAM), Uncrewed Aircraft Systems (UAS), and related transportation innovation programs. The position will assist with project delivery, stakeholder coordination, strategic planning, industry engagement, and operational implementation efforts across Florida.

Key Responsibilities:

  • Support FDOT leadership in the coordination and execution of emerging aviation and transportation initiatives.

  • Assist in the development of briefings, reports, presentations, and other executive-level communications.

  • Coordinate with government agencies, industry partners, airports, academic institutions, and technology providers.

  • Assist with project planning, stakeholder engagement, workshops, demonstrations, and special events.

  • Track program schedules, action items, deliverables, and strategic priorities.

  • Support research, policy analysis, funding opportunities, and implementation planning related to aviation innovation.

Travel Requirements:

  • Frequent travel throughout Florida to support client activities, eIPP flight demonstrations, stakeholder engagement, and project implementation.

  • Regular travel to the SunTrax Research and Development Facility to support testing, demonstrations, infrastructure initiatives, industry collaboration, and operational activities.

  • Occasional national travel for conferences, meetings, and industry engagement.

Position Purpose:

This position provides dedicated support to FDOT leadership by helping manage a broad portfolio of emerging aviation initiatives, ensuring effective coordination among stakeholders, advancing strategic objectives, and supporting implementation of innovative transportation programs throughout Florida.

What You’ll Do:

  • Research data sources, gathers data, and conducts analysis of data for use in projects.

  • Identifies planning and analysis strategies using tools such as GIS, traffic, or safety software to manipulate data, assess scenarios, and perform project analysis.

  • Investigates, evaluates, and provides recommendations on planning processes and technical solutions that best meet the project needs.

  • Leads aspects of internal and external coordination with project team members, including other discipline areas involved with the project.

  • Participates in client meetings and interactions.

  • Leads preparation of maps, exhibits, and presentation materials for projects.

  • Conducts or directs research on issues, policies, and concepts pertaining to planning, and formulates recommendations.

  • Participates in the development of conceptual planning alternatives for urban and transportation planning projects

  • Writes major sections of and leads production of plans, studies, reports, and environmental documents for transportation and infrastructure projects.

  • Participates in public process and stakeholder facilitation.

  • Performs other duties as assigned.

What You’ll Need:

  • Bachelor’s Degree in Urban Planning, Geography, Engineering, or related field and 4 years related professional experience, or

  • Master's Degree in Urban Planning, Geography, Engineering, or related field and 3 years of relevant experience

What You’ll Bring:

  • Proficient at using software specific to planning jobs. Aids Planners I and II in increasing their software proficiency.

  • Analyzes data to provide findings and recommendations to more experienced staff to move the project forward and determine solutions. Provides direction on data resources to less experienced staff.

  • Uses judgement to appropriately identify research tools and sources to conduct technical analysis and assess the findings with some oversight by more experienced staff.

  • Drafts reports, including compiled materials from others, to create and substantiate findings. Contributes to presentations and may present findings to the team.

  • Assists in preparing materials for client meetings by creating an agenda and organizing meeting materials. Attends client meetings and takes minutes.

What We Prefer:

  • Master's degree in Urban Planning or related field.

  • Professional Engineer (PE), Engineer in Training (EIT), American Institute of Certified Planner (AICP), Professional Transportation Planner (PTP)
