Summary
About the Position: This position is assigned to the Deputy Assistant Secretary of Defense for Military Community and Family Policy (DASD (MC&FP), Assistant Secretary of Defense for Manpower and Reserve Affairs (M&RA), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)). This position may be eligible for situational telework as determined by the agency policy.
Duties
- Oversee the execution of contracted non-medical counseling programs focused on addressing the needs and challenges of service members and their families.
- Ensure a continuum of quality support, intervention or non-medical counseling for service members and/or their families.
- Establish and nurture relationships with national, state, local, and military leaders with vested interests in improving quality of life for service members and their families.
- Initiate partnerships with military services and reserve components to resolve a variety of complex issues involving service members and their families.
- Plan new approaches and programs arising from proposed legislation and the latest DoD commitments.
- Evaluate support programs reflecting the needs of service members and their families.
- Organize program statistical information to provide recommendations or interpretations of non-medical counseling program data.
- Deliver presentations to audiences on services available for service members and/or their families.
Qualifications
Who May Apply: U.S. Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience GS 13: One year of specialized experience which includes managing non-medical counseling programs, collaborating with various stakeholders to develop strategic plans for non-medical counseling programs, and advising senior management officials on policy and procedural changes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Specialized Experience GS 14: One year of specialized experience which includes evaluating non-medical counseling programs, collaborating with various stakeholders to develop strategic plans for non-medical counseling programs, advising senior management officials on policy and procedural changes, and analyzing and/or developing policy of programs for non-medical counseling programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Basis for Rating: Qualified candidates will be assigned to one of three quality categories: Best Qualified, Highly Qualified and Qualified. Candidates in this category possess exceptional skills and experience to exceed well above the minimum requirements for the announced position. Highly Qualified. Candidates in this category possess good skills and experience above the minimum requirements for the announced position. Qualified. Selection is subject to restrictions resulting from Department of War referral system for displaced employees. Salary includes applicable locality pay or Local Market Supplement. Multiple positions may be filled from this announcement. Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. Duties described reflect the full performance GS-14 level. If not selected at the full performance level, duties will be performed in a developmental capacity under close supervision. This position is not covered by a bargaining unit. If you have retired from federal service and you are interested in employment as a reemployed annuitant, see the information in the Reemployed Annuitant information sheet. This position requires a 1-year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. In making this determination, the agency may consider your performance and conduct; agency needs and interests; whether your continued employment supports organizational or Government goals; and whether it promotes the efficiency of the Federal service. Continued employment requires written certification that it advances the public interest. You may claim Military Spouse preference. This position is a TERM not to exceed two years, with provisions to extend up to eight years and the ability to be made permanent without further competition. To be eligible for conversion to a permanent career-conditional or career appointment, you must have: completed at least 2 years of current continuous service under a term appointment in the competitive service demonstrate successful job performance.
