Full job description

Summary

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services, Financial Management Group (FMG). As a Supervisory Financial Management Specialist (Branch Manager), GS-0501-14, serves as a Branch Manager with responsibility for directing the planning, coordination, and execution of financial oversight activities related to the Medicaid and CHIP programs.

Duties

  • Serving as a Branch Manager within FMG, assigning work, setting priorities, and preparing schedules to meet changing program needs, fiscal deadlines, and workload demands.
  • Directing and coordinating the reviews, approvals, and monitoring of state payment systems and determines the allow-ability of claims for federal financial participation.
  • Providing ongoing advice and guidance to staff on work assignments, program issues, and administrative matters.
  • Directing the financial oversight and liaison with state Medicaid agencies and monitoring their Medicaid program financial activities and practices.
  • Conducting periodic program management and financial reviews to assure state adherence to federal law and regulations.

In order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1. Providing financial guidance to state agencies or internal stakeholders supporting federal health insurance programs such as Medicaid and the Children's Health Insurance Program (CHIP); 2. Leading teams in the planning and formulation of multi-year budget estimates and expenditure projections to support the fiscal administration of federal health programs; 3. Leading or overseeing the work of staff or team members responsible for Medicaid or CHIP financial oversight and program compliance activities such as reviewing work products for financial accuracy and providing financial guidance to improve performance outcomes; AND 4. Reviewing and recommending updates to budget requests submitted by state agencies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
