Summary

Functions as the Maintenance and Operations Supervisor for Facilities Management Service. Primarily responsible for the administration and supervision of shop supervisors in the following trades: Electric and HVAC Unit, Construction and Maintenance Unit, Pipe Unit, Fleet Management and Grounds, and Boiler Plant Operations. The work performed by the different units is critical to the operation of the medical center. The M&O Supervisor is held accountable to the Deputy Chief Engineer or designee

Duties

The duties of the Maintenance and Operations Supervisor includes but is not limited to: Maintenance and Operations - 50% Responsible for the operation, maintenance, and repair of building service equipment, utility distribution systems, air conditioning and refrigeration systems, emergency electric generating systems, installation of small equipment, and repairs and maintenance of other items. Follows up and ensures compliance with fire/smoke barrier penetration work to ensure penetrations are replaced/sealed and documented as repaired upon completion of work. Conducts inspections to ensure quality control of work performed by Engineering staff. Conducts life safety inspections and assigns work from such inspections to the appropriate unit. Creates follow-up measures on critical or urgent items identified during inspections. Prioritizes, integrates, and coordinates various work activities, as well as contracted work, for optimum effectiveness and efficiency of utilizing man-hours, equipment and funding resources to meet user, program, and mission needs. Continually monitors progress and trends on in-house projects, work orders, and preventive maintenance. Participates in or organizes and conducts meetings and conferences, including some training sessions, to exchange information and coordinate maintenance planning and scheduling with user, maintenance and repair personnel, building tenants, equipment operators, contractors, and others. Preventative Maintenance Program - 30% Ensures that preventive maintenance is performed on utility systems and building service equipment according to established policies and procedures. Ensures that proper records for preventive maintenance are maintained. Assists with managing and planning a dynamic multi-million dollar equipment inventory, maintenance and repair program from a multitude of different types of systems and subsystems. Program Administration and Budget - 20% Serves as Contracting Officer Representative (COR) for service, maintenance, and repair contracts. Forecasts annual budgetary requirements for contracted building maintenance and service work. Inspects contractor's product or services rendered against specifications and contractual agreements to ensure the quality and effectiveness of work. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/12/2026. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Applicants must receive a minimum of two points on the below screen-out element to be deemed eligible for consideration. Lead or Supervise. Tasks related to Leading building maintenance and operations; Managing the preventive maintenance programs; and Contract, budget, and program oversight The potential eligibles are then rated against the remainder of the Job Elements: Equipment Assembly, Installation, Repair Interpret Instructions, Specifications (includes blueprint reading) Materials Measuring Instruments Technical Practices Use and Maintain Tools and Equipment Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: This position requires walking, standing, bending, sitting, crawling and climbing. Incumbent must have good vision, with or without glasses. May lift or carry tools, equipment, ladders, scaffolding, parts and supplies up to 50 pounds. May occasionally lift and carry items over 50 pounds. Working Conditions: Incumbent may work from ladders, scaffolding, and/or hydraulic platforms. This position requires working in uncontrolled environments, in inclement weather conditions, and in confined or uncomfortable spaces. Many work sites are hot, dirty, dusty, greasy, poorly lit, cramped and with unpleasant odors. Occasionally is subject to possible dangerous working conditions including exposure to hazards normally encountered in the hospital trades and various types of infections. May be subject to electrical shock and/or electrical bums, cuts, bruises, and strains. Required to wear appropriate personal protective equipment as necessary to accomplish assigned tasks in a safe manner.
