Summary
The primary purpose of this position is to serve as a subject matter expert for data roadmap planning in USSPACEOM's Digital Superiority Directorate (J6) and USSPACECOM's, as well as other DoD organizations', Data/AI/ML environments. Duties
Serves as a the USSPACECOM Subject Matter Expert (SME) and Senior Staff Data Science Manager overseeing the multi-year development, management, fielding and sustainment of the USSPACECOM Data ecosystem requirements and capabilities. Performs management and oversight for the USSPACECOM data ecosystem, as well as plans and executes designs of a network of various data integration layers supporting both the Command and the DoD, to include data architectures, data acquisition systems, data analytics tools and systems/data analytics interface design, automation, artificial intelligence and machine learning. Provides technical guidance, advisory support, and assistance on an entire project and/or major phases for broad and varied operations. Represents the USSPACECOM CDO at meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts. Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph above, plus additional education or appropriate experience. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience must include advanced knowledge of a wide range of IT theories, concepts, principles, practices, procedures, policies, standards, operational requirements, and performance characteristics which are used to analyze, plan, schedule, and coordinate the development of IT solutions. In-depth knowledge of and experience with new and emerging information technologies, methods, and principles, as well as system architecture, integration techniques, and testing methods. Expert knowledge of life-cycle management concepts, cost benefit analysis, acquisition and procurement techniques, and factors that must be included when determining the cost effectiveness of integrating new technology into existing systems or new systems during the acquisition phase. Advanced skill sufficient to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships with diverse groups and executive-level command management. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Advanced knowledge of a wide range of IT theories, concepts, principles, practices, procedures, policies, standards, operational requirements, and performance characteristics which are used to analyze, plan, schedule, and coordinate the development of IT solutions. 2. In-depth knowledge of and experience with new and emerging information technologies, methods, and principles, as well as system architecture, integration techniques, and testing methods. Expert knowledge of life-cycle management concepts, cost benefit analysis, acquisition and procurement techniques, and factors that must be included when determining the cost effectiveness of integrating new technology into existing systems or new systems during the acquisition phase. 3. Advanced skill sufficient to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships with diverse groups and executive-level command management. Demonstrated ability to maintain an up-to-date awareness of technological advances, to apply IT technologies to network analyses, systems, and related security aspects, and to make recommendations to management regarding future requirements. 4. Advanced ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. 5. Demonstrated ability to plan, organize, and direct the functions of assigned programs. 6. Knowledge of cybersecurity principles, operational impacts of cybersecurity lapses and organizational requirements (relevant to confidentiality, integrity, availability, authentication, non-repudiation). Knowledge of risk management processes (e.g., methods for assessing and mitigating risk). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
