Summary
This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Duties
- You will be responsible for procurement requirements for research, development, manufacture, test, evaluation, and operational support of TRIDENT Missiles, Nuclear-Armed Sea-Launched Cruise Missiles, or Conventional Prompt Strike Hypersonic Missiles.
- You will work in a high paced environment, be responsible for all actions within your prescribed area, and resolve complex advance procurement planning and contract planning problems that arise from day to day.
- You will utilize mastery knowledge of procurement statutes and regulations and/or contracting methods, policies, procedures, and contract types to plan and carry out long-term pre-award and/or post-award procurement actions.
- You will perform cost and price analysis on high-dollar complex contractor proposals, write pre and post negotiation business clearances, present developed negotiation positions to a peer review panel, and ensure compliance.
- You will prepare contract documentation and provide final documents for signature by a Warranted Contracting Officer in accordance with office delegations of authority.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-02 (GS-11 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: serving as a Contract Specialist managing a variety of contracts and executing tasks such as reviewing requirements and proposals, performing cost and/or price analysis, and/or negotiating contracts to include modifications. Additional qualification information can be found from the following Office of Personnel Management website: Contracting Series, 1102 Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement. How You Will Be Evaluated

This announcement uses the Acquisition Workforce Personnel Demonstration Project (AcqDemo) Business & Technical Management direct hire authority to recruit and appoint qualified candidates to certain positions in competitive service. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13. Certain incentives (such as Recruitment, Relocation) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
