Full job description

Summary As a Human Resources Specialist (Performance Management) at the GS-0201-14, you will be part of Employee and Labor Relations Division (ELRD), Office of the Chief Human Capital Officer (OCHCO), U.S. Equal Employment Opportunity Commission (EEOC). If selected, you will be responsible for serving as a principal advisor and consultant to agency officials across all levels of the EEOC, offering program direction in performance management, employee recognition, and awards. Responsibilities Serves as a principal staff advisor in the design, development, implementation, and continuing execution of the agency-wide performance management program. Acts as a senior subject matter expert and program manager responsible for agency-wide performance appraisal systems, non-executive performance management frameworks, awards and recognition programs, and performance culture alignment. Administers the awards program, which includes determining the legitimacy of requests for awards and ensuring that performance plans, criteria, and ratings are aligned to justify recommendations for rating-based awards. Prepares detailed statistical reports pertaining to the types, amount, and number of awards granted. Executes the Chair’s Awards ceremony and develops and monitors the awards budget for the Chair’s Award program. Manages, coordinates, and supports the agency’s performance management training. Serves as a performance management subject matter expert during labor negotiations, maintains confidentiality, and performs related administrative reporting assignments. Requirements Conditions of Employment Qualifications For the GS-14: You must have one year of specialized experience equivalent to at least the GS-13 level in the federal service that demonstrates experience in administering and evaluating performance management and employee awards programs; advising managers and supervisors on performance plans, performance standards, performance evaluations, feedback, and recognition; applying federal performance management policies and requirements; and analyzing performance and awards data to assess program effectiveness and recommend improvements. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS- 14 level. Applicants must meet all eligibility requirements (e.g., time-in-grade and qualification requirements) within 30 days of the closing date specified in the vacancy announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
