Summary
THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a ACCOUNTING OFFICER (Title 5) (ACCELERATED HIRE), Position Description Number T5135P01 and is part of the OK JFHQ, Oklahoma Army National Guard.
Duties
This position is located in the Comptroller Division, US Property and Fiscal Office (USPFO). The primary purpose of this position is to serve as an Accounting Officer with responsibility for managing the total accounting function for the state ARNG. This involves performing and supervising accounting functions and policies within the state. The incumbent is responsible for the accuracy, integrity, and reliability of financial data recorded in the accounting system and performs professional accounting analysis and reconciliation relating to the financial activities of the respective state ARNG. The work requires the design, adaptation, and/or installation of automated accounting systems. In addition, the incumbent renders financial advice and assistance to senior management. Provides financial accounting advice, analysis, and assistance to the Financial Manager, USPFO, and all organizational elements of the respective state NG regarding the development of accounting policies, systems, and operating procedures. Responsible for the planning, execution, and installation of all new and/or improved accounting systems within the division. Designs, develops, adapts, revises, evaluates, and implements systems including those utilizing automatic data processing equipment. Studies accounts, reports, and procedural instructions within the broad area of assignment and, as necessary, any legislative and program background pertaining to this program; holds discussions with program officials, employees, supervisors, etc., to learn the details of work processes and procedures; drafts instructions, procedures, manuals, etc., to implement the proposed system or to correct deficiencies in the accounting system uncovered during the study. Provides both professional accounting assistance and systems design support in the development of automated accounting systems and operating procedures for the Financial Manager. Provides all resource management functional areas with technical assistance during all phases of the development, establishment, and maintenance of integrated accounting systems. Serves as a professional accountant administering accounting systems. Performs duties involving: receipt and distribution of funds throughout the state; maintaining the standard general ledger reporting system; analyzing report data which records transactions within the system for the purpose of correcting errors, recommending action on unfavorable trends, and preparing financial schedules for briefings, etc.; revising the system structure to implement new reporting requirements; and advising and assisting financial analysts in supported organizations on these matters. Applies professional accounting principles, analysis, theories, concepts, and practices to unique situations; employs accounting policies/standards in the resolution of unprecedented problems/situations; and utilizes non-conventional methodologies as required. Implements policies and procedures encompassing different facets of accounting, i.e., general fund accounting, cost accounting, and reimbursement accounting and working capital funds. Qualifications
BASIC QUALIFICATION: To qualify a candidate for any GS-0510 position, apply and evaluate the candidate's competencies (Skills, Knowledge, Abilities, and Behaviors), civilian and/or military experiences, completed education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. The following six basic qualification factors are applicable to the GS-0510 Four Career Levels: Skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; and, Skilled in applying procedures and directives by reading and interpreting program material. GENERAL EXPERIENCE: All on-board Title 5 Excepted Service employees assigned to Series GS-0510 positions, are considered eligible for merit promotions if they have the competencies and a minimum of one year experience in the grade immediately below the next higher level. However, management directed reassignments or new hire candidates must have competent experiences that are commensurate/equivalent to the accounting program business with demonstrated understandings of the program's principles and concepts defined by the applicable NG Title 5 Excepted Service, Series GS-0510, position description. SPECIALIZED EXPERIENCE: To qualify for the GS-0510-12 Supervisory Position, the candidate must be eligible for entry into the position's financial management certification career program based on the position's GS-grade before final approval and appointment is processed. Must have at least 36 months of broadening finance, accounting and audit program experiences in leading, planning and scheduling program work in a manner that promotes smooth flow and even distribution of assigning work requirements. Experiences included training and guiding employees on various finance programs and assigning tasks. Experiences involved accounting program assignments, balancing finance program work requirements, compliance with specific finance program policies, and providing advice, mentoring, and directions on a wide variety career development options. The candidate must have professional experiences in addressing specific employee performance issues. The candidate must have demonstrated experiences in structuring assignments that created effective and efficient performance results with measured and improved task processes. The candidate's supervisory experiences supported improved training applications for career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Must have demonstrated experiences and endorsements on mentorship competencies provided to employees. Must have working knowledge of equal employment and affirmative action programs. As a condition of continued employment in the GS-0510-12 supervisory position, dependent on the position's certification level, the employee must complete the financial management requirements for certification within 24 months of appointment to the position.
Education
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") If you are using Education to qualify for this position: Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position. How You Will Be Evaluated
