Summary

This position is located in the Bureau of Consular Affairs, Deputy Assistant Secretary for Passport Services, El Paso Passport Agency. This position serves as a Program Manager, with a working title of Director and contributes toward the directorate's policy guidance efforts by leading the Passport Agency. Duties

  • Participates in nationwide strategic planning for the management of the passport function
  • Analyzes prevailing political, social, and economic conditions that could impact changes and analyzes trends in efforts to obtain passports through fraud or deceit in order to develop Passport Services Directorate policies
  • Participates in the development, justification, and defense of overall annual budget for the Directorate; identifies and justifies changes needed in levels of resources and develops contingency plans should added resources be unavailable
  • Develops policies to assure the uniform application of passport laws and regulations to assure efficient and responsive service to the public; manages and directs all aspects of the activities of the Passport Agency to which assigned
  • Directs the anti-fraud program within the region; provides detailed instruction to new staff members on the techniques and art of document fraud protection, and provides update training to all on new techniques and forms of evidence

Qualifications

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience planning, directing, overseeing, and evaluating a broad range of highly specialized passport adjudication, issuance, and/or production services carried out by the assigned passport agency/center. Experience exercising the full range of supervisory responsibilities and authorities associated with accomplishing the functional responsibilities of the agency/center. Experience directing and reviewing results of studies of internal functions used to evaluate productivity, quality, workload, and compliance with applicable laws and regulations. Experience serving as a representative for the Department on various interagency boards and/or committees. There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."

The evaluation process consists of the ApplyGov Competency Based Assessments and a crediting plan for which applicants will be assigned a score between 70 and 100. Your score from the external assessment Supervisory will remain on file for 180 days, allowing you to apply for multiple DOS-announced positions without needing to retake the assessments. The assessment is a measure of the degree in which your background matches the competencies and KSAs required for this position.
