Job Duties:

  • The Procurement Manager I requires considerable individual discretion in making procurement decisions based on established policies and regulations while executing complex procurements involving a wide variety of goods and services for the Department of Social Services.

  • Manages the execution of agency and Division of Procurement Services contracts; develops all solicitations based on agency certification level and determine if applicable special clauses are necessary, meeting all advertising requirements, issuing amendments as necessary, conducting pre-bid meetings as required. Evaluates bids and proposals to determine if they are responsive to the solicitation; determines bidder responsibility and selects proper bid/proposal award and ensures solicitations are posted so all the appropriate vendors will be notified and ensures agency time frames for solicitations and contract awards are met.

  • Manages the user requirements process for solicitation; assists and advises users with the development of contract scope of work, program specific terms and conditions, and measurable deliverables and outcomes; serves as the contracts development and management expert for program staff; and provide information for upload in Onbase or any other electronic system.

  • Reviews contract performance; coordinates with users for regular review of vendor performance and reporting; and manages contract remediation if needed for contract performance issues.

  • Assists with contract writing training and agency procurement policy updates as needed; provides agency training as needed on contract development and source selection methods and reviews and updates the program area on processes that correlate with laws and regulations.

  • Performs other related duties as required.

A Master's Degree and one (1) year of procurement or supply experience.

A Bachelor’s Degree and three (3) years of procurement or supply experience.

An Associate Degree and five (5) years of procurement or supply experience. This application for employment with the SC Department of Social Services must be completed in its entirety.
