Summary

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

Total Rewards of a Allied Health Professional Obtains & maintains PMDB Certified Trainer status, & obtains & maintains Master Trainer status, which will require travel to other VHA & DoD facilities nationwide, to teach PMDB Train-the-Trainer courses. Leads a PMDB training team to coordinate training of WCHCS staff. Leads the Behavioral Rapid Response Team (BRRT): Lead a Team of Admin & Clinical Executives such as the Chief of Staff (COS), Chief of Police, Regional Counsel, Patient Safety, Mental Health, to assess, triage & manage patient-generated disruptive behavior immediately. Responsibility for overseeing the day-to-day business of the committee. Implements, educates, trains & updates for local policy on Management of Disruptive Behavior. Serves as consultant to BRRT to identify problems in the behavioral emergency process. Coordinates quality improvement projects around disruptive behavior. Responsible for the management of computer-based flagging systems for identifying potentially violent or dangerous veteran patients, including annual review & maintaining a record of all patient flag reviews. The incumbent will evaluate new requests for flags regarding dangerousness warning of patients. Responsible for all VISN & Central Office requests for information about disruptive behavior training or any data about disruptive behavior incidents. Interfaces with WCHCS Police, Officer of the Inspector General & Coordinated Care Programs to manage patients with disruptive behavior. Provides expert consultation with WCHCS providers regarding management of disruptive patients. Responsible for education, training, implementation of local & national policies pertaining to disruptive behavior. Leads a Team of Administrative & Clinical Executives including Human Resource Employee Relations/Labor Relations representative, Executive Office representative, Chief of Police or other senior level representative, Registered Nurse, & representative from local union & labor bargaining unit to assess, triage & manage employee- generated disruptive behavior immediately. Responsible for financial management of the service, including budget oversight, planning, & management. Develops collaborative relationships with the other clinical service chiefs to assure full support & coordination between services. Breaks down barriers in the workplace in favor of highly reliable work systems. Responsible for assuring appropriate action in matters such as promotions, selections, rewards & recognition, training, & problem resolution as these actions relate to the service. Responsible for development & implementation of competencies, providing opportunities for continuing education, peer review, career development & professional enrichment for service employees. Provide a full range of psychological services, including assessment & using the most appropriate psychotherapeutic techniques in providing quality care. Consults with & serves as a resource for other professional personnel concerning the need for & development of psychological services. Provides professional advice & consultation in areas related to professional psychology & behavioral health. Basic Requirements: United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. OR Have a doctoral degree in any area of psychology and, in addition, successfully complete a re- specialization program (including documentation of an approved internship completed as part of the re- specialization program) meeting both of the following conditions: (a) The re-specialization program must be completed in an APA or a CPA accredited doctoral program; and, (b) the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed. NOTE: The applicant must provide an official transcript and/or certificate documenting the completion of the re-specialization program, which includes completion of an APA or CPA internship. OR Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature. Internships. Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed. OR New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern; OR VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96- 151 (pre- 1979) are considered to be acceptable in fulfillment of the internship requirement; OR Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification.) OR Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally- accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. Licensure. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia. Grade Determinations. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates: Psychology Program Manager, GS-14 Experience. At least three years of experience as a professional psychologist, with atleast one year equivalent to the GS-13 grade level. Demonstrated Knowledge, Skills, and Abilities (KSAs). In addition to the experienceabove, the candidate must demonstrate all of the following KSAs: Ability to organize work, set priorities, delegate tasks, and meet multiple deadlines. Knowledge of and ability to utilize evidence based practices and clinical practice guidelines appropriately and ability to guide staff in using these tools. Ability to deal effectively with individuals or groups. Skill in managing and directing the work of others to accomplish program goals and objectives. Ability to translate management goals and objectives into well-coordinated and controlled work operations. Ability to establish and monitor production and performance priorities and standards. Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program. Preferred Experience: Knowledge of practices associated with violence prevention, threat mitigation and management and training of the Workplace Violence Prevention Program to include Disruptive Behavior and risk assessment. Physical Requirements: Duties are performed in an office setting and/or on hospital wards and clinics where there is exposure to communicable diseases common of the client population. This position requires a valid state driver's license and local travel to provide community-based care toVeterans. The position requires significant travel in the community, through use of a government vehicle or other individual arrangements, to meet with representatives/stakeholders who aid and support Veterans in clinics, medical centers, Community Clinics, etc.
